the contrary by persons interested ir
this matter the order will be granted
the board of Commissioners of Roads
and Revenues of Bartow county, Geor
gia. at their regular meeting on the
first Wednesday in April, 1914, estab
lishing said road.

EXPLAINS EXEMPTION.
Below will be found an instructive
communication contributed by Hon.
M. L. Johnson. Mr. Johnson is well
qualified to write upon the subject
discussed by him since with refer
ence to the matter of taxing farm pro
ducts he was the framer and champion
of the bill in the legislature:
Mr. Editor:
Will you kindly publish the follow
iug?
I am so frequently asked about the
p.operty exempt from taxation, that
T would like to answer through your
columns, with your permission. The
language of the law is “All farm pro
ducts including baled cotton grown
i:i this state and remaining in the
hands of the producer but not longer
than for the year next after their pro
duction shall be exempt from taxa
tion."
To illustrate, farm products grown
ir. 1913 are exempt from taxation for
1914, but not for lunger. If carried
ever to 1915, they would be taxable
One idea was, as far as cotton was
concerned, to not force it on the mar
ket to avoid the taxes, yet to not en
cjurage indefinite holding, and inter
fere with the country’s business. Un
til this law was passed, every ear of
corn, bundle of fodder, oats to sow.
cotton seed to plant, wheat for flour
etc., that the laboring farmer had put
aside on which to make his crop, was
taxable; yet other labor, who bough
their provisions by the week or month
paid no taxes no it.
Then why should the farmer pay
taxes on his provisions for kimsel
end family he had put aside with
which to make a crop? I w'ould like

reason: I noted that the Tax Receiv
er’s notices advises that everything
is taxable, and therefore returnable.
