8! OFFICIAL ORDER
Rural System Laid Out
And General Satisfaction
Follows.
v . result of the inspection trip
I|ia(]e some weeks ago by Fourth As
sistant Postmaster General Blaksley,
together with eight inspectors out of
rbe cilice department at Wash
ington, accompanied by Congress man
Portion Lee, the rural route situation
in Bartow county has been definitely
fixed and decided upon.
p will be remembered that some
time ago numerous complaints were
forwarded to Washington relative to
various features of the new routes and
the adoption of some tew roads which
were in a. bad state of repair and
sparsely populated and hence, the ru
!ttl route service as changed some five
or six months ago was deemed nor,
satisfactory.
Congressman Lee took up these
complaints and gave them careful con
sideration and laid them before the
post office department and concluded
by urging General Blaksley to come
to the seventh district and examine
into the matter personally. General
Blaksley had never been on a rural
route until he came with Mr. Lee to
Bartow county. He was induced, how
ever, to come til rough Mr. Lee’s
persuasion and to bring with him a
corps o*f inspectors. Arriving in Car
tersvilie. they went over the various
routes with the carriers themselves
and made a personal l survey of the sit
uation. The same thing was done in
various otuer counties of the seventh
congressional district, nearly a week
being devoted to this work as numer
ous complaints had been filed from all
over Georgia.
Postmaster H. J. Jolly has just re
ceived an order making certain chang
es, all of which are considered wise
ones in the opinion’ of those who are
familiar with the situation. Rural
route number one, served by Carrier
J. T. Bennett, was made from one
half to fhree-qttarteTS of a mile shorter
Route number two, served by Carrier
F. V. Bishop, was made from one-half
to three-quarter® of a mile shorter.
Route number three, served by Carrier
Henry Donahoo, remain® the same, no
complaints having come from this
mute. Route number five, served by
farrier J. F. Rognn, was made one
mile shorter.
The inspectors- themselves, after go
ing over the situation, recommended
that rural routes number two and num
ber four be reversed and the same was
fone, that is to say, the carrier in
serving route 2 starts out by the cot
ion mill, goes by the home of A. B.
'-■nnyiis -and Amos Keith, and returns
Cartersville by way of the Tenuies
mad; instead of going out by the
Tennessee mad and returning by the
°otton mill. The carrier for route num
ber 4 gees, out bv tire L. & X. yards

r '' er and the Tinsley place: instead
0f Anting out by the Tinsley place,
M< the Etowah river and into Carters-
Flo by T he L. &N. yards. These lat
changes were made since it was
pertained that 75 per cent of the
tTia '' ' s handled on- that part of the

fSTATE SUNDAY SCHOOL
CONVENTION IN ATLANTA.
On account of the disastrous fire in
Augusta it was practically impossible
1 for that city to entertain the State
Sunday School Convention which has
been advertised for May 2d, 3d, and
4th. After a meeting of the Augusta
committee their chairman. Dr. J. R.
Sevier, telegraphed Mr. John J. F&gan.
president of phe Georgia Sunday
Sehool Association, requesting Atlanta
to take the convention.
About sixty of the leading pastors
and superintendents of Atlanta came
; together in a meeting March 3frth, and
; after discussing the matter it was un
animously decided to have the con
vention in Atlanta. As the time was
too short to make arrangements for
holding the meeting on the May dates,
it was decided, after a conference with
the officers of the Georgia Sunday
School Association, to change the
dates to June 13th, 14th and 15th. At
lanta is getting ready to entertain two
thousand delegates.

FINE PROGRESS MADE
IN CLEANING OP CITY
All Forces Co-operate to
Bring About Prepared
ness for Health.
Clean Up and Paint Up Week has
been observed do rin g the week in Car
tersviWe and by the end of the week
a complete transformation in the ap
pearance of things about Cartersvill -
will be made manifest
The city commissioners have fur
nished wagons and teams which have
been kept busy carrying outside the
city limits the garbage and rubbage
from the streets and alleys, vacant
lots and private premises of Carters
vOlle.
Commissioner R. W. Landers, of
the department of streets and sewers,
has been busily engaged throughout
the week in handling this work. He
has also greatly beautified the parks
of Cartersville and is earnestly urg
ing the active co-operation of business
men and other private citizens to do
a general clean up work preparatory
to getting the city clean for the sum
mer months, that our general health
may be made more secure and that
the city’s ordinances may be all the
more easily enforced.
In line with the general work of
cleaning up the city, the commission
ers have already undertaken its beau
tification. The different utility com
panies stringing wires through the
streets have been required to line up
their poles, and a landscape gardener
was present during the week for the
purpose of making a general survey
of the situation for the purpose of
making more elaborate plans than
ever before been undertaken with ref
erence to laying out Cartersville along
aesthetic lines. Paint houses report
that they have sold a vast amount
of paints, varnishes and whitewashing
material, while tfie painters them
selves have been kept busily engaged
throughout the week and have en
gagements ahead extending for sev
eral weeks.
Never before has the work been
more generally undertaken than this
I year. The i>eople of Cartersville have
i come to realize that our city is viewed
i and visited by a great number of
strangers, placed as it is upon the
Dixie Highway, which is an artery of
travel from the north to the south.
The county roads having been so much
improved during the past year, Bar
tow' county's fame is spreading abroad
and tourists can be seen passing
through Cartersville every few min
utes, while a number linger here for
a number of hours visiting point® of
interest and meeting with our citi-
zens.
The ladles of the Cherokee Club
have done excellent service through
committee assignments in bringing
up the different classes of work to be
done. Parks, streets, vacant lots and
private premises have been inspected,
w'hile all have been urged to plant
flow’ers and beautify their lawns and
gardens.
The show windows of the stores of
Cartersville have been tastily arrang
ed for the week. The Knight Mercan
tile Company, Lumpkin Hardware
; Company and the drug stores' have
made elaborate displays oT paints, var
nishes and garden and lawn equipment
and utensils. The dry goods stores
have set forth beautiful window dis
plays of sjtmmer goods of many col
ors and attractive styles, J. W. Vaugh
an & Company, Scheuer Bros., Adair
& Lewis, Mrs. Steinberg, H. A.
Black, J. B. Foster & Son, Delaney,
the Red Star, and numerous other dry
goods establishments vying with each
other in the decoration of show win- j
dows. The grocery merchants have
set forth attractive displays ami the
windows of F. E. Matthews and Shaw
Bros, have met with general admira
tion from the public.
It has been indeed a clean up, paint
up and decorate up week in Carters
ville. with the promise that the stride
will he maintained permanently and
that Carte ns vi lie will become one of
the most attractive resident and busi
ness centers in Georgia.

City Engages Services of
Artist to Treat School
Grounds.
The city commissioners have been
industriously working and planning to
clear Cartersville streets of all un
necessary obstructions and to observe
lmc-, in the placing of telegraph, tele
phone and electric light ix>’es. Some
time recently the telephone company
was communicated with and the de
sires of the commissioners made
known. The company promptly co-op
erated and sent their crew to Carters
ville and straightway proceeded to
place all ]>oles, within the business,
center of the towm and out some dis
tance into the residence portion of the
city, within the curb line of the side
walk where saieh poles occupied the
street and obstructed the guttering
and had been placed outside the side
walk line. The city itself proceeded
to remove all its electric light poles
from the street and gutter within the
curb line of the sidewalks, and to line
such poles up so that no crooked lines
will hereafter be noticeable in the
placing of poles.
Asa part of this plan a great many
trees were taken out of the downtown
portion of the city, these having orig
inally been placed in the guttering and
in the streets and also obstructing the
city wiring, to such an extent that
when the wiring passed through the
trees it was dangerous and necessitat
ed frequent trimming of trees so as to
take away their natural form and
symmetry - .
The inprovemenits made along the
streets thus far have met with satis
faction. However, some citizens claim
that the trees should have been re
tained, notwithstanding the dangerous
action upon the wiring of the city.
These, however, have not been suc
cessful in causing the city authorities
to change their plans, which are in
accordance with expert advice of en
gineers. landscape gardeners and au
thorities upon civic beauty.
Commissioner R. W, lenders otf ifco
department of St feels and sewers, has
given thought and study and much
active work to the job of lining up
the poles and taking out trees which
were obstructions. The result is that
a great deal more clear space is given
In the highways; the poles wall bh
more truly lineal, and there will here
after be less danger of live wires re
sulting from contact with trees, es
pecially during rainy seasons. When
the work is complete it is believed
that it will meet with practically unan
imous approval.
Landscape Gardener Secured
In line with this work, Mr. Otto
Katzenstein, a landscape designer, of
Atlanta, Ga., was brought to Oarters
ville Saturday through the invitation
of the city authorities, and was com
missioned to make a lay out and plan
of improvement of the school grounds
of the city. Mr. Katzenstein was taken
over the city by Mayor Gilreafh and
Commissioner Landers and shown the
public buildings, streets and school
grounds of the city, together with City-
Engineer W. W. Daniel w r ho furnished
lines and distances l .
Mr. Katzenstein visiting the school
grounds with C. M. Milam, president
! of the board of education, Dr. R. E
Adaiir, a member of the board. Mayor
Gilreath and Commissioner Landers,
will at once plan a treatment for the
west side school yard and play
grounds, the work to be done during
the summer months, beginning im
mediately after the closing of the
schools. This will be welcome news to
all the people of Cartersville and is
the entering w - edge toward a general
landscaping of the city. Many private
citizens were interested in Mr. Katz
ensteln’s visit to Cartersville and were
P eased to ascertain that he was here
for the purpose of making plans for
the ultimate beautification and park
ing of Cartersville.
It is understood that Mr. Katzen
scein will be engaged to do other work
for the city as well as landscaping th*
school grounds.
