GEO. W. BROOKE FAVORS
SALE OF STATE ROAD.
j-ditor Bartow Tribune;
With much interest 1 read your edi
torial on The Natural Result of Un
fair l/3gi.*latton.” Fee twenty-five years
1 letvo been a close observer of the W.
& A R R. Fcr trn years of this period
•uy truainess funiuLad more revenue
ifc>r freight th:.;. any other single
KfMiro© to this road. So, during all
tlrcoe years, I have acquired a practi
cal! view of this property.
J have carefully read from the press
of tits Rate much that has been said,
b./ih K*r and against the sale of this
property. We must admit that our
forefai'iera were wise in the construc-
t; >:i of this property,—in those days
cajHtal would not venture in such en
tor-HriKv*. But. times have changed, and
it is t'i my •mind an opportune time for
the w'jate to own a revenue property,
in ju-rice to other similar interests,
Ip fact, the state is outside its sover
eign duty, which is*to govern the peo
|de e ■fa&'Jly, all alike, und to raise its
revenue by taxation justly distributed
)>;*tw-eea all its people alike.
The road can no longer serve as a
rate regulator, as railroad rates arc
wow mad by common agreement, ami
iiot by competition. We also observe
the (tendency of transportation coni
liantio to extend their dines from the
laker to the gulf, and from ocean t)
cotsai aaid It is a natural result, In
the course of years, for a short line
I'v;e the W. & A. if It should be lei:
cut of these long through lines, to be
depreciated very much in value.
The only reason, 1 notice, offered
again nt tie sale of the property Is
that, the funds would be dissipated,
end the property gone. Would not a
llarai like this prevent this loss of the
property? Taking a valuation of six
teen million as a basis, suppose the
6tate woulid sell for this amount, ap
ply six m/llicn to the retiring of tin
state debt, stopping an annual outlay
p interest of two hundred and fifty
bhtmsaw’ loila, ' s - then t 0 van 'y the
balance due, ter. u1i,,,0n do, ' 3ar? ' on
the property for the punchn-' na conl '
pany for fifty years at five ]>er cent
cmnifll interest. This would bring the
state five hundred thousand dollars
annually, adding eighty thousand doi
l.fH Jn* >re - 0 the' present school fund,
and let the property become subject to
taxation, as other properties. This will
add to the above an estimated amount
to the state of seventy-five thousand j
rioWars, making a total income or sav
ing do the state of egbt hundred and
twawty-five thousand dollars, and no
chance for the principal sum to be
; dissipated, as is so much feared b}
florae.
This plan would also justly allow
the counties and towns, through which
1* rune, their just taxes of an estimat
ed -amount of seventy-five thousand

] dollars annually. Add this to eight
I hundred and twenty-five thousand, and
lit will require a rental of urn than
I nine hundred thousand do. Lars a year
to better dispose of the property.
The highest lental I see suggested
1 1, six hundred thousand dollars, and
' I supp. se this would be free of taxa
.i.n,, which would impose- cn every
’ oouaty tud town through which it ran
: K .lirc.a.i. g the >aving of taxation to

J been owwd by the . rate, the entire

| Interest.
j About the first change I ever made
j as a boy was made by paying $2.00 for
a pig and feeding out of my fathar’s
J corn crii). then selling the hog for
| $15.00. This seemed to me very profit
able.
What would be the difference in the
siate levying a double tax on Butts
county than exempting for taxes ltaif
the property in Bartow county. Would
rot the result be the same in effect?
Why should the state allow Griffin and
Newman, Ga. to collect taxes from al 1
the roads running through their towns,
and prohibit Cartersville and Dalton
by statute from doing the same? Why
should our courts and policemen pro
tect this property without the property
compensating for same that it might
bring to the state a greater revenue
to the benefit of all the state, at the
expense of only six counties through
which it runs? The only answer is for
the sitate to get out of the railroad
business, ami to confine itself to the
government of the people by direct
taxation for necessary expenses.
The plan suggested by Mayor Wood
ward, if I correctly understand it.
seems to be a good one, that is, to <Hs
if.ct the property, selling all east, of
Forsyth street In Atlanta, for improve
ment in a business way, and all west
of .Market street in Chat tanooga fo •
business improvement, then that part
front. Market street in Chattanooga to
Forsyth street in Atlanta, for railroad
purposes, by th; means the property
no doubt would ell for one to two
mi ft ion dollars mure than it would as
a whole. This would give to both At
lanta aid Chattanooga desirable and
valuable territory for improvement-,
which would greatly add to the round
ing up of both cities. If a sale could
bo effected on this plan, it would give
great reli'-f to Atlanta. Chattanooga
and all the towns along the line of
road, the towns along the r ad would
be in line for long permanent improve
ments by the owners of the road,
whereas, now they are only tenan
for a, period of vea: ;.
The property disposed of would e’-im
■’rnte the necessity of so much legisla
tion, taking up th:' time of the differ
out legislatures, and the expense nec
essary to same.
Yours .trr/y.
