Probably no law has ever been
placed upon our statute books that
was so freighted with potential bene
fits to the farmers of the United States
as that know as the “Federal Farm
Ijoan Act." which was signed by Pres
ident Wilson on July 17, 1916, and be
came a law immediately. Perhaps be
cause we were in the midst of- state
and national political campaigns, this
law has received but scant attention,
even from those in whose interests
and for whose special benefit it was
enacted. Although 4t has not yet been
put into practical operation because of
the immense amount of preparatory in
vestigation and study required for a
proper beginning, it has nevertheless
already produced a very decided im
pression upon the money market of
the United States. Perhaps I should
say upon the money market that has
been open to the farmer, for it is a
fact that the farmer has been discrim
inated against by money-lenders the
country over. Whether the borrower or
the lender or both is to blame for this,
is not germane to the object of this
paper to discuss.
What I desire to call attention to is
the fact that this law as soon as it goes
into working operation, will place
within the reach of every land-owner
plenty of money at a rate not exceed
ing 6 per cent. When I say plenty, I
mean up to an amount equal to half
the value of the land security he offers
and one-fifth the value of the improve
ments thereon. No loan will be made
for less than SIOO nor more than
SIO,OOO. The interest rate cannot ex
ceed 6 per cent, as stated above. It
may be a 1-2 or 5 per cent., depending
upon the successful operation of the
law and the economy of its adminis
tration. Rut it is Limited by Jaw to 6
per cent, as the maximum rate that
can be charged, and no commissions.
Loans may be made for any period
of time not less than 5 years or more
than 40 years, and may be paid off in
part or in full at any time after 5
years, and a full discharge given the
borrower. The amount of the loan di
vided by the term of years that it is
to run, plus the interest, will give the
payment that must be made yearly.
The following table shows the pay
ments required annually to wii>pe out
interest and principal! on a SI,OOO loan
in from 10 to 40 years at 5 per pent,
5 1-2 and 6 per cent interest.

among the farmers, a very desirable
thing that it has been extremely dif
ficult to bring our farming population
to appreciate and practice. To begin
with, no loan is made until a group of
at least 10 or more farmers in a county
will agree to take an amount equal to
or exceeding $20,000. This money may
be appropriated among themselves ac
cording to their several desires and
the securities offered, and may be
made payable at different periods of
from 5 to 40 years, as each borrower
n.av elect. This group of farmers is
called a "National Farm Loan Associa
tion," and it must organize and elect
directors and officers through whom
the money for the whole group may be
handled and collections made. Only
one officer of the association need be
paid, the secretary-treasurer, whose
compensation wall be fixed by the di
rectors of the association. All officers
and directors must be members of the
association,
A tenant farmer who has no land of
his own but has money enough to pay
half the cost of a farm can get the
other half from this Farm Loan Bank
at the rate of interest above mention
ed. If he has no money and a land
owner is witling to sell him the land
and take a second mortgage for half
the purchase price, the other half can
be obtained from the Farm Loan Bank.
None but farmers may borrow from
this bank.
There is no longer any need for any
farmer borrowing money at a higher
rate of interest than 6 per cent. Some
private loan associations have already,
announced reductions in their rates in
order to hold their business. It will
probably be two months yet before
these Farm loan Banks will be ready
for business, but it is none too soon
for the farmers to begin a study of the
whole matter and to form associations,
and be ready to get their money
promptly when the banks open. If
your county had a Farm Demonstra
tion Agent, he could be very useful
now r in organizing a Farm Loan Asso
ciation.
There are enough farmers in Bartow
county borrowing money at rates from
2 to 4 per cent higher than they can
get money under this plan to form an
association of 100 or more members,
and save thousands of dollars yearly
by so doing. They will also relieve
themselves of the necessity of paying
up the loan in full at the end of the
year or begging for an extension and
possibly paying a still higher rate to
get it
Those who are paying time prices
that amount to from 20 to 50 per cent
might save the difference between this
and 6 per cent by getting in a position
to pay cash. Those who are already
carryiing mortgages at from 8 to 12 per
cent can borrow’ money from the gov
ernment at 6 per cent or less and pay
them off, provided the amount needed
is not in excess of half the value of
their land and one-fifth the value of
the improvements thereon.
