Grand Jury General Presentments, Oct. Term ‘46
Grand Jury Recommends Hiring Os County Nurse and County Agent.
To the Judge of Superior Court
of Wilkinson County, Georgia,
October Term of 1946:
We. the Grand Jury, serving at
the October Term of the Wilkinson
County Superior Court render the
following our general presentments:
The committee appointed to in
spect the Public Works Camp
found it in good sanitary condition,
and all machinery well kept and in
regular running order. There
13 felony Prisoners and 1
misdemeanor prisoner were found
well kept. 2 mules and 1 eripple
horse, and 35 hogs all in good con
dition. Plenty of corn to run the
camp, 2 road graders, 1 tractor,
and 1 tractor drawn road machine,
2 new trucks and 1 new pickup
were found along with 2 very old
trucks *
It was brought to the attention
of the Grand Jury that Mr. Sam
Adams has a wooded body, with
no safety facilities, rear door, heater,
fire escape, fire extinguisher etc,
on a school bus route operating in
Wilkinson County. This Body
has been condemned by the State
Highway Patrol, and the Grand
Jury strongly recommends that
this body be replaced with a more
satisfactory bus immediately.
This new body should incorporate
all safety facilities now recognized
by the School Board and the
Georgia State Patrol.
It is recommended to the county
commissioners that a County nurse
and a County Agent be hired for
this County. The Grand Jury
feels that the County Agent is
especially desirable due to the
farming program being offered all
ex service met! and the increased
interest in bringing new businesses ,
to the County.

It in recommended that in the
future all law enforcement officers
be exceptionally on the alert for
any persons setting, having, or
about to have any fire in any loca
tion other than in a home, store'
or some other plaoe or places where
a fire is necessarv for the specific
purpose of heating a place of abode
or business. A general appeal is
made to all citizens of the County
to do all in their power to keep
down, forest fires or possible
causes of same, as well as cooperat
ing with the law enforcement
officers along these lines. All law
enforcement officers are urged to
enforce the existing laws regarding
forest fires to the letter,
The Grand Jury strongly re
commends that the Chalk
companies of Wilkinson Co. shall
Immediately use some other than
the present means of disposing of
their refuse It has come to the
attention of the Grand Jury that
considerable damage has been done
to the wildlife and to timber on
lands belonging to people other
than those concerned with the
Chalk Companies,
It is further recommended that
the Clerk of the Superior Court
send a copy of this recommenda
tion to each of the Chalk
Companies concerned.
The Grand Jury directs the
Sheriff of Wilkinson County to see
that every slot machine and punch
board in the County be picked up
immediately, brought to Irwinton
and not released ever again. Said
gambling devices should be held
until such time that a court order
can be issued to destroy them.
We direct that no further warnings
shall be given, but that immediate
action be taken. The ownersand,
or operators of these slot machines
or punch boards shall have a case
made against them at the same
time
It is recommended by this Grand
Jury that the County Board of
Commissioneis revoke the Beer
Licenses, for a period not less than
60 days, of any and all places that
have had a case made against them,
in this term of Court for violation
> of the law. More specifically it is
i recommended that SidCoLb’s place.
■ Hyde Wilsons place. Will Hardie’s
: place. Cleo Garrett’s place have
’ their Beer licenses revoked for a
» period of not less than 60 days.
: It is recoginzed by the Grand Jury
that these people are operating a
place of business for a living.
: Howevar, since the operator of
[ these places of Business have
। violated the laws of the State and
■ County by selling whiskey, and by
j-selling been on Sunday—we make
; our above recommendation. It is
i the opinion of the Grand Jury that
County beer licenses in the future
should sell for an amount not to be
less than S3OO per annum,
It is recommended bv the Grand
Jury that the Countv Commissi
oners takee into consideration the
building of a new building for the
housing of prisioners at the County
Public Works Camp. It was
noted by the Inspection committee
that the present building is a fire
trap. It was also brought to our
attention that the present building
has been condemned by the proper
authorities.
We have inspected the County
jail and found it kept in excellent .
manner, cleans sanitary, and in
good repair. Prisoners seems well
cared for-

roof over the Grand Jury room,
and over the Judge’s Rest Room.
The Courthouse has several win
dows out that should be replaced.
The Courthouse grounds needs
cleaning, A noticable amount of
trash and garbage were noticed on
the South side of the Courthouse.
This condition should be remedied
immediately.
We recommend that the pav of
Jurors, Grand Jurors and bailiffs,
remain the same as it now is for
the next year.
Welfare and County books are
neatly and systematically kept,
The Justice of Peace books for
districts 331 and 327 were ex
amined and found satifactory,
The Grand Jury appointed Dr
John Thomas Durpree to be the
physician member of the County
Board of Health of Wilkinson
County tor a period of 4 years or
until his successor is elected and
qualified. The County Clerk, of
the Superior Court shall, in the
next 30 days, notify Guy G. Luns
ford M.D. of the State Dept. oJ
Health by sending Mr. Lunsford a
certified statement of the name of
the phyician appointed.
We recommened that these
presentments be published in each
county paper and that they be paid
$5 00 each.
We the Grand Jury extend to
the Hon. Geo. S, Carpenter, Judge,
and C. S. Baldwin solicitor our
hearty thanks for the cooperation
tbe Jury has received from these
quarters. To all the other County
officials and Court Officials we
also extend our thanks
