of art expression is certain. The mil
lions who have marched day and
night, keeping pace with Death, will
surely repaid life with a chapped In
sight; and they will demand a more
serious interpretation of the riddle of
existence.
As matters stand today, America is
practically supplying tiling for the
world. France and Italy have ceased
to manufacture them and the South
American countries, which Imported
largely from Latin nations, now look
to the United States. The predominant
position of this country is sure to be
maintained after the war, If a care
ful study Is made of the different
peoples who are now our clients.
An exhaustive study should be made
of the attitude of the foreigner to
our Aim d-amas, and the greatest care,
should be taken to avoid crudities that
offend national susceptibilities. This
investigation should inevitably have its
effget on our own standards, enlarge
our outlook, and rid us of the be
setting sin of parochialism.

Atlanta, May 20.—After May 15, no
manufacturer using sugar lor manu
facturing p rposes will be permitted
to purchase sugar without the surren
der of an authorized sugar distribution
certificate issued by the State Fcod
Administrator in the state where the
manufacturing concern is located and
endorsed only on the back by the buy
er.
All wholesale and retail grocers in
Georgia are hereby notified that they
meat not sell, after May 15, to any
manufacturing concern using sugar
(see exceptions listed) unless the
manufacturer delivers the necessary
certificates. These certificates will be
issued and may be secured from the
Federal Food Administrator, 44 4
Chamber of Commerce Building, At
lanta, Ga. This new regulation of the
United States Food Administrator will
affect many Industries in Georgia in
eluding all candy makers, soft drinl
makers, soda water fountains, etc.
To secure these certificates the pur
chaser must make a sworn statement
certifying that the amount of sugar
to be purchased will not give the buy
er more than his fair share of the su
gar then available for ■ distribution.
Certificates will be issued in the fol
lowing denominations: 50. pounds,
100 pounds. 500 pounds, 1.000 pounds,
5,000 pounds, 10,000 ppunds and 60,000
pounds.
Certificates will be Issued from May
15 to July 1 in accordance with the
following percentages of the amount
users are entitled to as shown by
statements filed with the Federal Food.

The following are entitled to 10 per
cent, of the amount of sugar ui#ed In
the same period of 1017:

bles, catsup and Chili sauce, fruit and
