Chicago, June 16.—According to H.
N. Kellogg, chairman of the special
standing committees cf the American
Newspaper Publishers’ Association,
government agencies are now consid
ering a plan for pro-rating distribu
tion of print paper which, he sair.

"This action," said Mr. Kellogg,
“undoubtedly will be taken in the near
• future. This will, of course, lessen

Mr. Kellogg’s remarks were made in
an address today to the convention of
the International Sterotypers and
Electrotypers’ Union. ,
“The effort to force publishers to

said Mr. Kellogg.
The speaker reminded his hearers
that the war had increased the ex
panses of newspapers without aug
menting revenues.
In 1917, he said, 926 newspapers in
the United States and Canada sus
pended publication and 2.70 Oihrs
were eliminated by consolidation. Few
publications sprang up, hut the net
!:ss of newspapers for the year was
616.

Well-Informed Congressional Leaders
Predict That War Department Will
Request Legislation At Short Ses-
sion
Washington, June 15.—That the war
d -partinent will ask modification of
the select service law—so as to in
clude all men between the ages of 18
and 45 or 49—was the forecast cf well-
informed congressional leaders today.
The new legislation which would
place the call on the same basis as
that of England and facilitate the op
eration of the interallied treaties, is
expected to be launched in the De-
•mber “short session.’’
In the meantime a campaign of ed-

“Provost Marshal-General Crowder
has no desire to go into deferred

to withdraw the bulk of her troops
now in Russia for servitc on the west
ern front, according to a statement in
Maxim Gorky’s newspaper, the Petro-
crad Novla Zhizn, quoted by the Daily
News Correspondent at Stockholm.
The Novaia Zhizn claims to give the
text of a dispatch sent by General
Fi'kenhayn, former chief of the Ger
man general staff, which it says was
intercepted, in which General Falken
hayn declares that the battles on the
western front are critical and decisive
but that in order to insure definite
victcry and the end of the war the
concentration of enormous forces will
be necessary.

Soldier Holds Up Pawn
Shop Clerks and Gets
$150 In Broad Daylight
Spartanburg, S. C., June 15.—An
unknown soldier this morning entered
the pawnshop of R. Skalowski on East
Alain street, in the heart of the bis-
ness secti n, held up two employes
it the point of a p'stol, forced a clerk
to handcuff the manager, then lied
and gagged the two clerks and rifled
the safe. He secured $150 in- money
and nt least one ring. Trays in the
windows contained diamonds worth at
least $1,000, but the robber did not
molest them.
The soldier entered the store and
claimed to be a military pcliceman,
asked to see some handcuffs. When
shown the handcuffs he suddenly pro
duced a pistol and held up the clerks.
At the time dozens of people wore
passing along Main street. Military
nollre and civilian police are working
on the case
—if it was, we would have had it won
months ago with the contents of the

quoted message, was to be effected
within seven days. Strong measures
were to he taken against possible in
terference by employes of the Russian
