office are without protection except as

gia representatives in Congress Jo
not take kindly to the suggestion that
the National Legislature be called up
on to pass a law authorizing the fix
ing c.f a permanent price on cotton.
They take the position that the reso
lution adopted by the meeting at New
Orleans which was largely dominated
by the tianking interests would open
vp a situation which could only he
inimical to the cotton interests of the
South. They do not believe there is
a dangerous surplus growing out of
this year’s crop, nor that the pres
sure will he so great upon the banks
that the creation of the proposed Unit
ed States corporation to buy for the
government's account at a price fixed
by the government will prove neces
sary.
The resolution passed by the New
Orleans convention and by the Tex
as Council of Defense asks that a-
reasonable profit be assured to the
manufacturer, but it makes no refer
ence to an assured profit to the pro
ducer and the members of Congress
are wondering why the farmer was
omitted.
To Meet In Washington.
Tuesday or Wednesday will bring
the Washington representatives of the
two organizations which have looked
horns over the cotton pricing question.
The delegates from the Cotton States
Bankers organization which wus
formed at New Orleans July 5 an
nounce in their telegrahis to repre
sentatives and senators that they are
coming to discuss with them a Dill
creating the government cotton buyin
agency, and giving the President
power to name the minimum price on
the staple. The delegates from the
cotton official advisory marketing bu
reau, which is an organization com
posed of presidents of farmers’ unions
and state commissioners of agricul
ture are coming here to confer with
the Federal Reserve Board to ascer
tain the amount of assistance that
will be given the Southern banks in
handling the cotton crop. They will
also confer with the shipping hoard
in an effort to have more ships set
aside for cotton cargoes and with the
railroad administration regarding
the movement of the crop. The dele

has taken a recess until the last of
August and the house has agreed

I beg leave to submit this my re

covering the period since the last
convening of your Honorable body,
to-wit: January adjourned term, 1918,

the proposition say they most desire.
