Courts of the Ocmulgee Circuit for
the term beginning January 1, 1919,
subject to the rules of the primary or
dered by the Democratic Stute Com
mittee.
It has been more than half a cen-
turv since a citizen cf Baldwin coun
ty has held this important office. The
office has been continuously held by
citizens of Green county, for nearly
twenty-four years, and by the present
Judge. Hon. .James B. Park, for near
ly eight years.
Since the organization of the Oe-
muigeo Circuit, .no lodge, so far as I
am informed, has held the office 1 ng-
°r than two terms, and if Judge Park
is re-elected ihe precedent of a hun
dred years will he broken.
I respectfully solicit the support of

Washington, July 23.—The govern
ment is about to assume control of the
entire medical profession in the Unit
ed States to obtain sufficient doctors
for Ihe fast growing army, and at the
same time to distribute those remain-
to the localities or services where
they are most needed for civilian
work.
This mobilization is to be accom
plished either by enrolling all doctois
in a volunteer service corps under
pledge to accept whatever service,
military or civilian, as assigned thehi
by the government body of the corps,
or, if the voluntary plan is not suc
cessful, by legislation providing for
drafting them into government serv-
ict. Medical officers of the govern
ment believe compulsory conscription
will not be necessary.
Planning Organization.
Organization plans for the volunteer
medical service corps already have
been made and enrollment started in a
few states under authority of the coun
cil ol' national defense. Instead of en
rolling in this corps only those phy
sicians not suitable for military serv
ice, either because of age, physical in
firmity, dependency or institutional^
>r public need, as planned at. present,
the government is expected shortly
to throw open the membership to all
doctors and to bind them with a pledge
“during the present emergency to ac
cept service, military or civilian wher-
evor, Whenever, and for whatever duty
he may he called by the central gov
erning beard.”
Under this projected plan, the army
and navy would take those physicians
and surgeons best fitted for active duty
and who can he spared from civilian
requirements. At the same time, the
Government would maintain a contin
ue s survey of the country, and aft-
sign doctors to those communities in
which there are too few practitioners.
Re-Location Not Necessary.
The practical operation, officials be
lieve, would cause little of this re-le-

States, is is estimated between 80,000
and 95,000 are in active practice, and
23,000 or about one-fourth are in ihe
army or navy. Nearly 50,000 will be
required event . ally for the army.
It became known today that Surgeon
Generals Gorgas, of the army, Brais-
tead, of the navy, and Blue, of the pub
lic health service, are considering a
plan for commissioning all teachers
in medical schorls and assigning them
to their present duties. This would
constitute a means of preventing fur
ther disruption of medical teaching
staffs, and at the same time recogniz
ing the public service of the men.
