Washington, May 31.— The House
soldiers' bonus bill, amended in sev
eral important particulars, but with
itae much discussed ba^k loon provi
sion retained, was approved today by
the senate finance committee by a
vote of 9 to 4. Chairman McCumber
proposes to report the measure to the
senate within a few days and said he
hoped to get action on it before the
passage of the tariff bill.
The more important alterations
made in the Hou'se measure were:
The changing of the effective date,
of the legislation from next October
1 to January 1, 1923.
Removal of the time limitation on
the filing of applications by World
War veterans for adjusted service
compensation.
Abandonment of the reclamation
plan and the substitution of a provi
sion under which veterans would be
given preference in making entry on
public or Indian lands when opened
to entry.
Forfeiture Clauae Stricken
Elimination of the forfeiture pro
vision under v.n ch veterans fsiVng
to repay loans made by banks of ihe
government on adjuster service cer
tificates would have forfeited their
certificates.
Under the amended bill such veter
ans could reclaim their certificates
at any time before maturity—twenty-
years from the date of issue—upon
payment of Ihe sum they were in de
fault plus interest at 4 1-2 per cent
compounded annually.
Approval of the altered House
measure, commonly called the Me-
Cumber plan, was voted by the com
mittee after Rejection, 8 to 5, of a
measure offered by Senator Smoot of
Utah, proposing paid-up life insurance
in lieu of all other forms of compen
sation.
Senator Simmons, North Carolina,
ranking minority member of the com
mittee, said the Democratic members
supported the McCumber plan, not be
cause they favored it, but to obtain
quick action on bonus legislation.
Neither President Harding's views
with respect to the bonus nor meth
ods of financing the legislation en
tered into committee discussion, Sen
ators said. Leading proponents of
ihe McCumber plan expressed the be
lief that this plan would prove not
unacceptable to the executive since
it called for no heavy expenditures
during the next three years that
would require either new taxes or
any large drafts on the treasury.
Present Plane Indefinite
Chairman McCumber said that af
ter the first three years the neces
sary fundb probably could be supplied
from interest on the refunded foreign
debt. As now drafted the bill is
simply a charge against the Federal
Treasury. Senator McCumber ex
pressed the opinion that no addition
al legislation wo. Id be necessary In
order to divert interest from the for
eign debt to the channel of bonus
financing aB the inteiiest payments
would go into the general treasury
fundi.
Present plans for calling up the bo
nus bill in the senate are indefinite.
Senator McCumber said he did not
desire to make it a partisan question
but that he hoped to reach an agree
ment under which a final vote could
be taken before the passage of the
tariff bill.
The bonus bill is certain to load to
i long fight in the Senate.
The Democrats expressed them
selves as not pleased with Its present
form and have indicated that they
will have a number of amendments
to effer. Senator Smooth plans to
offer his insurance measure as a sub
stitute and may introduce the issue
of the sales tax into the discussion.
Opponents of a bonus in any form
who include Senators Borah, Idaho;
.Moses, New Hampshire; Wadsworth,
New York, Republicans, and Williams
of Mississippi and Myers, Montana.
Democrats, are porparing for a de
termined fight on the bill. Bonus
proponents contended, however, that
they have the votes to put adjusted
service compensation lgislatlon thru
the senate and they are confident
such legislation will be enacted 'be
fore this session of Congress ends.

The dollar bill was passed out
to a customer on Monday
morning and by the end of the
week it had been heard from
exactly 128 times, each time
figuring in a transaction
among home people in their

butchers, grocers, dry goods
merchants, the landlord, the
ice man, the laundryman, the
milk man, the wash woman,
and had served dozens of oth
er useful purposes. One
resident reported that the hill
had passed through his hands
on three different occasions
during the week, each time
to be passed on with its im
portant mission of usefulness.
This illustration shows in a
conclusive manner whac a
single dollar can do when
kept at home. It proves be
yond the question of a doubt
the utter folly of taking or
sending your money out of
town to be spent. Just think
