the discontinuance of a county paid
janitor, or whether recommend that
one janitor be employed to serve at
both court house and jail.
Since January 1st. last, we have
discontinued paying to the court of
ficers tlie costs in cases of convictions
of misdemeanors where the prisoner

our opinion, has resulted in a saving
to the county of more than $800.Qp
per year. We wish to call youp atten

And Revenues of Baldwin Counity

To the Grand Jury sitting at the
July Term of the Superior Court of
Baldwin County, Georgia:
Mr. Foreman and Gentlemen:
The Commissioners of Roads and
Revenues of said county submit the
following report for the period begin
ning January 1st and ending June
30tlh, 1922, both dates inclusive.
This commission has collected
funds belonging to tho county the
sem of $863.67, and they have ex
pended and paid into the treasury the
said sum as will appear by by an ex
amination of our cash book.
This commission has drawn orders
on the County Treasurer during the
period above mentioned in the follow
ing sums and for the following pur
poses:
To pay jurors $1,179.00
To pay bailiffs 187.26
To pay for inquests 54.00
For support of jail 1,379.40
To support paupers 1,037.44
Topay fees and salary of
County Officers 3,616.24

this Commission to pay the court offi
cers the costs in these cases. We
would be glad if this Grand Jury
would consider the wisdom of this
proposed law and make such recom
mendation as to its passage as it sees
fit, and to consider whether or not it
would be wise to ask the Representa
tive to so amend tho bill that it shall
not become effective unless approved
by a majoritye of th« qualified voters
of the ebunty at the election to be
hold this fall.
The expenses of the county have
been very materially reduced d r...fc
the past eighteen months, and bulTfor
the excessive rains and destructive
floods experienced by the county dur
ing the months of February and
March the- county -xpense could have
been some further reduced. These
floods necessitated the employment
of considerable free labor to repair
washouts and the purchase of a large
quantity of lumber to rebuild and re
pair bridges.
We have spent during the first six
months of this year $34,638.18. Of
this sum $3,520.03 was expended in
payment of debts created prior to
Jaunary 1st. 1921, and $5,386.32 for
debts created in 1921. The balance,
$25, 781.83, was expended for the op
eration of the county during the peri
od from January 1st. to June 30th,
1922. During tho first six months of
the year 1921 we expended $28,508.
64. That is ta say, this year we have
spent $2,726.81 less then was expend
ed during the same period last year.
During the first six months of tho
year 1920 the Commission expended
$49,206.63. Our expenees for the
first six months of this year are,
therefore, $23,424.80 less than for
tho same period of the year 1920.

In tho city of Milledgeville a great
need is felt for a thorough systom-
ization of dhe present scavenger ser
vices and the cleaning up fly and
mosquito brooding places and remov
ing debris that accumulates on the
streets and gulleys, and the back
yards of the* principle business places
and then complete disposal of this,
this could be best accomplished by
the ci.y employing a full time sani
tary inspector who would have full
charge of the scavengers putting
thorn on salaries rather than trusting
them to collect fees for their ser
vices. Those sections of the c.Ky that
do not have sewerag.'e connections
could more justly and efficiently
give this service if paid for from
the general tax funds of the city,
-he scavenger area could also be
greatly cheapened by having the
most outlined residents equipped
with sanitary appliances rui able for
rural communities..
The survey cf the city by Mr.
Foster and Dr. Fort of the State
Board of Health shows that drain
age and oiling to prevent mosquito
breeding could be done in Milledge
ville for a very moderate cost con
sidering the benefit derived from
such work, the oiling could be super
vised by the city Sanitary Inspector,
the inspector could also supervise the
street for til for moving the private
accumulation of debris and garbage
that must be removed through this
channnel, and make suehi inspec
tions as are necessary to prevent nui
sances of private property, such as
incomplete .cleaning of stables and
cow lots which furnish favorable fly
breeding places. Such an inspector
Should also be required to make a
monthly report of services and ex
penditures to the city authorities or
city Board of Health, and through
fihie County Board of Health ihe re
port could be transmitted to the
State Board of Health so that this
work can be properly accredited to
this locality and county.
The rural population as a whole is
also woefully lacking in a proper ap
preciation of sanitary toilet facilities
This, however, is due to the great
economical stress of the time and un
duly large tenant population that
does not feel called upon to make im
provements on property not their own
This type of sanitary work is most
imperative however in the larger com
munities such as Hardwick and Coop-
erville, though while at present is
progressing slowly, yet it is confi
dently felt that it is coming surely
and can e greatly hastened by a con-
centiation of effort in this direction.
The question of accurate collec
tion of vital statistics is really tlbe
only way that health work Can be
properly evaluated. The present
mehod of collecting the births and
deaths certificates thiough the local
registrars is very inefficient and
while bringing in such small revenue
to the number collecting these is of
very little* value from statiscal stand
point. For this reason it seems logi
cal that one person giving greater
time* and concentration could more
completely collect these statistics
and if attached to the office of the*
Commissioner of Health could with a
very little more reiiumeration than
provided by the fees from the* regis
tration of births and deaths, also re
lieve* the Commissioner of Health by
collecting reports of infectious dis
eases and systematical distribute
such health literature that is always
(obtainable from the various health
agencies.
