Commander Kane, of the United States

Consul Wright and his clerk were in the
hands of Preston, who sent word to Com
mander Kane that these men would all be
shot if Kane interfered in any way with
his resolution, or if his demands for the
arms in the cargo of the steam
ship Colon was not complied with.
Until the release had been secured of his
officers and the other Americans, Com
mander Kane was obliged to act cautious-
fa After that he made himself master of
the situation with his sailors, marines
and Gatling guns. .
Commander Kane says: “About 12:30
p. m., on March 30th, it was reported to
me that the American steamer Colon bad
the small American flag at the fore run
down, and that they were signaling from
her that the steamer was being seized by
the insurgent troops. I immediately sent
a boat to the Colon to charge of Lieutenant
Jalien.of the United Stat-s navy, to see
what the trouble was. This ship was at
the tima lying at anchor about 300 yards
from and abreast of the northern wharf of
the island, and the steamer Colon was
moorel at the Pacific Mall Steamship Com
pany's wharf, having arrived that morning
• from New York. Lieutenant Jnlien re
turned in about ball an hour, bringing
with him United States Consul Wright,
and informed me that there were arms
and ammunition on board the Colon, and
that Preaton, chief of the insurgent forces
here, had demanded the delivery of the
arms: that the Asplnwall agent of the Pa*
dflo Mail Company had promised not to
interfere with the steamer before 3 p. m.
At 2:15 p. m. I sent Lieutenant
Jnlien, who was accompanied by the
United State* consul and Naval Cadet
Richardson, to inert Captain Dow and
direct him not to deliver any arms without
my orders, and also to communicate with
Preston and say I desired an interview
with him. Lieutenant J alien met Captain
Dow at the steamship office, at the bead of
the dock, where were also Preston and
some of bis aids. Lieutenant Jnlien com-
muulcited my instructions, and Preston at
once called in some of his guards and

sulate, the consul spoke to his clerk, Mr.

He also informed me of the threat
of Preston that if the Galena attempted
force it would be fired upon, and if she
fired a gun the whole pariy-would be shot.
The insurgent guards were now assembled
on the wharves in force, and hid thrown
up a barricade on the northern pier of the
harbor to resist our landing. I sent a de
mand to Preston for the immediate rel°aso
of the whole party, but Lieuienant Jullen
returned on board and the demand was not
delivered. The party were held as
prisoners and only released when the con

of the arms. This promise was exacted

of Lieutenant Jullen, the Galena had been
dropped down within 100 yards of the
Colon’s wharf, and every preparation was
made for seizing that vessel. After Lieu
tenant Julien's release, 1 sue-
