Burning the Top Kalla.
When Vicksburg fell, Gen. A. J.
Smith was sent to Columbus, Miss.,
and relieved Gen. Asboth. While
upon an expedition soon nfter into
Tennessee, tbe Federal soldier?,,ns
was very often the case, made their
camp fires of f ence rails. One even-
infi a native came to Gen. Smith’*
tent and complained in very forci
ble language that tbe soldiers were
burning his fence rails. The Ucn-
ercl replied that he had given strict
orders that his soldiers should take
uo- rails but tbe top ones, and if he
could discover any of them diso
beying orders be would have them
punished, and told the man to go
and see if they were taking every
thing on the fence. The General
started with him to find the culprit.
The fence was fast disappearing.
The complaining native said:
“Don’t you see?”
“Yes,” replied the General, “hut I
see they only take the top rail.”
“Yes! but they commence at the
lop and they go clear to the
ground."
“Exactly, but you can’t point out
one of my soldiers taking any rail
but the one on top.”
This was too much for the non-
combatant, and, with an indescriba
ble look on his face he turned and
walked off.
The suggestion that President
Garfield should withdraw the Rob
ertson nomination as the only
means of harmonizing the Republi
can party in New York, moves the
Philadelphia Times .(Independent)
to remark that “it is about time that
Conkling should be asked to make
a little sacrifice himself. lie liaB
never done anything hut fight to
have his owu tray.” The New York
Tribune, iu this connection, calls at
tention to the fact that while the
Conkling faction has received five
important offices from the Presi
dent—the Postmaster Generalship,
two United States Marshalships and
two District Attorneyships—the
anti-Conkling men have received
only tbe New York Custom Col-
iectorship. When the “306” have
been thus generously treated, the
Tribune holds that they should
not complain at the President's rec
ognition of the “399” who voted for
him at Chicago and whose repre
sentative is Mr. Robertson. The
Albany Journal (Rep.) puts the po
sitions of the party and Mr. Conk-'
ling in a still stronger way. It says:
“When a man is set up higher tlian
his parly, the man must either come
down a peg or the party will go
down altogether.”

Every day developments arc made
showing some sad result of the fail
ure of the State depository hanks.
The last one is the loss to the State
Deaf and Dnrob Asylum at Cave
Spting. An official came to Atlan
ta a short timo ago and drew 13,300
of the appropriation for the institu
tion. Not wishing to carry the
money around with him he depos
ited it with the bank of Rome.
When it was lost he came back to
Atlanta, and drew 82,590 more,
which he came near depositing in
tbe Citisen’s Bank, because- it was
a State depository. The State will
have to furnish the Institution for
deaf and dnmb with funds to run,
and there will bo no timo to settle
tbe question as to personal liability

on the cage supposed he had fallen
into the sump, of course. When
they reached the surface they got
the ostial sack and boxes and start
ed back to the sump to gather up the
fragments of the body. As they ap
proached the place where the man
was thrown ofl, they heard a voice
below them telling them to go slow.
They did not know what to make of
this strange discovery, never sup
posing it possible for Holland to be
anywhere else than at tho bottom.
When they saw him safe on his nar
row perch they could scarcely be
lieve their eyes.
Any one who has ascended a shaft
knows how rapidly the wall-plate
flits by when the lantern is held so
as to bring them to view. The cage
from which Holland was thrown
was coming up at the usual rate of
speed. How tbe man could possi
bly have been lodged on one o(
these pieoes of timber without being
jammed by the cage or knocked off
aa it wont past him is a wonder.
Tho wall-plate is a square timber,
fourteon by sixteen inches, so that
there was very little standing room
for Holland while he was waiting
for the cage to come down and res
cue him. If the shaft had been so
light that he could look down any
considerable distance of the GOO the
between him and the bottom, he
would scarcely have had the nerve
to diag to his narrow footing. The
darkness of all mining shafts is a
point in favor of the miners, pre
serving their coolness when placed
in a ticklish position. A couple of
S men will throw a foot-wide
serosa a shaft 2,000 feet from
the ^bottom. The darkness of the
shaft prevents the thonght of the
awful abyss below from being con
stantly present
