The difficulty now is that the moral

front again Mr. Kimball, who now
says his long cherished idea of plenty
of water for all purposes will be again
brought before the people. He pro

the corporation will turn over to him

Tho English Sparrow—Albany’s Ex
perience With Him.
The readers of the News and Ad-,
vertiseb are familiar with thocircuni-
stauces under which the English spnr-
row was imported into this country
several years ago. He came with fly
ing colors’and amid & mighty sound of
trumpets, as it were, to destroy the :
cotton caterpillar; but instead of pro
ceeding to the rural districts and cot
ton fields, ho took up his abode in the
towns and cities, where he has so in
creased his numbers as to become mas
ter of the. situation, driving oat ail our
native feathered songsters and making
himself a nuisance generally.
The Macon Telegraph and Messen-
the English sparrow, and, in a lengthy
editorial reviewing his career m
America, gives Albany’s experience
with him as follows:
“In’ Albany, our sister city, his rcc
ord is no better. If he has ever caught
a cotton caterpillar or even coiitem
plated snch feat, tbe most observant
inhabitant has failed to discover it
Only a few da'ys since A friend from
that section informed us that in the
cotton season he hns seen tbe spar
rows hold a convention on a rail fence
and watch with the greatest gusto the
caterpillar strip tbs fancy prolific cot
ton from the top bad to the tap root.
Albany not only imported the sparrow,
but indulged herself in the Eucalyptus
tree and an Englishman*for a town
marshal. The combined misfortunes
were too much for the patience of so'
amiable a gentleman as Judge Peter
Strozer, who in the conrse of a speech
in court ou a case in which the mar
shal was involved, informed the court
and the people that he had warned
them of impending danger when they
‘elected a foreign marshal, sent, for
English woodpeckers and imported the
infernal erysipelas trees.’ ”
About Crime.
Taking its text from an editorial
which recently appeared in these
columns, tbe Yaldosta Times pro
claims the following good sense and
sound doctrine: “The voice of tbe
press of Georgia is always against-
crime and we cannot see that it can do
anymore. The laws are sufficient, if
Ihey were fully and faithfully execu
ted, bnt there the trouble iays. Our;
Grand and Petit Juries have the
whole thing in their hands. They
are. to present and visit judgment
upon evil doers—bnt how many es-;

The small-pox is still creating con
siderable excitement in the North, and
we see it-stated the officers of the Na
tional Board of Health are extremely
anxious that something be done in the
WEy-of better quarantine regulations
9-t, New York and otber ports. As
the Savannah News truly remarks,
“the present requirements are entirely
inadequate, and the small-pox is
being . spread all over the country
by the filthy immigrants who come-
peeking from the steerage of the ocean
steamers in Castle Garden, and then go
West, carrying infection with them.
The health reports show that many
case’s occur where the immigrant ar
rives at his destination in the West,
with the. disease already upon him,
and he leaves tbe car for the pest
house. It appears that the rales now
are good enough for yellow fever, bnt
the clearance is allowed too soon to be
any? preventive to small-pox. The
matter has been forcing itself for’ some
time upon the board, bnt it is not clear
how it can'be remedied.’’
