eighty-three: Provided futhcr, that
on and after May fifteenth, eighteen
hundred and eighty three, matches
■nay be removed by manufacturers
thereof from tbe place of manufac
ture to warehouses within the United
Slates without attaching thereto the
stamps required by law, under such
regulations as may be prescribed by
the Commissioner of Internal Rev
enue. .
Sec.* 2. That on and after the first
day of May, eighteen hundred and
eighty-three, .dealers in leaf tobacco
shall annually pay twelve dollars;
dealers ill manufactured tobacco
shall pay two dollars anil forty cents:
all manufacturers of tobacco shall
pay six dollars; manufacturers of ci
gars shall pay six dollars; peddlers
of tobacco, snuff and cigars shall pay
special taxes, as followers: Ped
dlers of the first-class, as now defined
by law, shall pay thirty dollars;
peddlers of the second-class shall pay
fifteen dollars; peddlers of the third-
class shall pay seven dollars and
twenty cents; and peddlers of the
fourth-class shall pay three dollars
and sixty’ cents. Retail dealers in
leaf tobacco shall pay two hundred
and fifty dollars, and thirty cents for
each collection on the amount of their
monthly sales lit excess of the rate of
live hundred dollars per annum:
Provided, That farmers and pro
ducers of tobacco may sell at the
place of production tobacco of their
own growth and raising at retail di
rectly to consumers, to an amount
uot exceeding one hundred dollars
annually.
Sec. 3. That hereafter the special
tax of a dealer in mamifactured to
bacco shall not bo required from any
farmer, planter or lumberman who
furnishes such tobacco only as rations
or supplies to his laborers or em
ployes in the same manner as other
sapplics arc furnished by him to
them: Provided, That the aggregate
of the supplies of tobacco so by him
furnished shall not exceed in quan
tity one hundred pounds in any one
special tax year; that is, from the
first day of May in any year until
the thirteenth day of April in the
next year: And provided further,
That such firmer, planter, or lum
berman shall not be, at the time lie is
furnished such supplies, engaged in
the general business of selling dry
goods, groceries, or other similar sup
plies in the manner of merchant or
store storekeeper to other than his
employes or laborers.
Sec. 4. That on and after May first,
eighteen hundred and eighty-three,
the internal taxes on snuff, smoking
and manufactured tobacco shall be
eight cents per pound; and oil cigars
which shall be manufactured and
sold or removed for consumption or
sale on and after the first day of May,
eighteen hmidtcd and eighty-three,
there shall bo assessed and collected
the following taxes, to be paid by the
manufacturer thereof: On cigars of
all descriptions, made of tobacco or
any substitute therefor, three dol
lars per thousand; on cigarrcttes
weighing not more than three pounds
per thousand fifty cents per thous
and; on cigarrettes weighing more
than three pounds perthousaqd three
dollars per thousand: Provided,
That on all original and unbroken
factory packages of smoking and
manufactured tobacco and snuff, ci
gars, cheroots anil cigarettes held by
manufacturers or dealers at the time
such reduction shall go into effect,
upon which the tax has been paid,
there shall be allowed a drawback or
rebate of the full amount of the re
duction, but the same shall not ap
ply in any case where the claim has
not becti presented within sixty days
following the dato of the reduction;
and such rebate to .manufacturers
may be paid in stamps at the reduced
rate; and no claim shall be allowed
or drawback paid tor a less amount
than ten dollars. It shall be the
duty of the Commissioner of Iu ter-
nai Revenue, with the approval of
the Secretary of the Treasury, to
adopt such rules aud regulations
and to prescribe and furuish such
blanks and forms as may be necessa
ry to carry this section into effect.
Sec. 5. That from and after the
passage of this Act every manufac
turer of tobacco or snuff shall, in ad.
dition to’ alt other requirements of
law, print on each package, or se
curely affix by pasting on each pack
age containing tobacco or snuff man
ufactured by or for him, a label on
which shall be printed the number
of the manufactory, the district and
State in which it is situated, aud these
words:

cautioned, under penalty of the iaw,
not to use this package for tobacco
again.

negroes, Bill Molack aud Mike Van-
derberg, were out rabbit hunting

stopped; in a saloon in the
edge of the town, where they met

a hot and angry one, and it was dc- 1
cided that the only way to settle it
was to shoot, and each man was to
be the other’s target. They repair
ed to a field, and, taking position
back to back, started at a given sig
nal from the third negro, the agree
ment being to walk twenty steps,
wheel and fire. Vanderberg walked
faster than Molack, and turning first,
fired just as Molack turned. Molack
dropped Lis gnu and staggered.
Seeing this, Vanderberg ran, but
Molack biaced up, seized bis gun,
aud gave chase, shouting, “I must
have tit}' shot.’’ Seeing he was about
to be overtaken, Vanderberg turned,
and as he did so Molack fired, und
then sunk exhausted in the snow.
Vanderberg also fell. Both negroes
were tleeoing profusely, and the
field where they fell looked like a
slaughter-pen. Friends cared for
them. Both had their faces and
arras filled with shot, and each lost
an eve.
