and the grounds of his belief. If
other proof is at hand or accessible it!
should be heard and examined. The :
issuing of warrants of arrest and
seizure is not a mere ministerial act,
but a judicial function, and should
not he done till the commissioner’s
judgment is satisfied that there is
probable cause, and tnc court de
sires commissioners also to know
that for the safety and protection of
the community and the orderly con
duct of judicial proceedings all pro
cesses issued by them, except under 1
extraordinary circumstances, ought
to be served by the Marshal of the
United States or his deputies.”

him. Tlie learned chief justice, who
is celebrated for his pilhv anil sen
tentious sayings, interrupted the
counsel to express his dissent. He
said that the making of a will was
not a noble act. neither was it an
agreeable one. Most men put off
making their wills until the last
moment, and when made they were
scarcely ever satisfied with them.
The making of a will was the great
compulsory act of a mail’s life, aud
therefore there could be nothing
commcudable in it. “If,” said the
judge, “a man could take his posses
sions with him, all the property of
the earth would now be either in
Heaven or hell.’’

Timothy Flynn, in his employ. The
domestic affairs of Timothy and his
wife are not conducted ill harmony.

Last Monday Timothy did not
come to work. On Tuesday Mr.

while only 6 per cent, were ignorant

Blue Horse, a Sioux Indian, wrote to
the Commissioner of Indian Affairs
from Pino Ridge Agency, Dakota,
March 26, as follows: *‘I am a friend

thought I would be like a white man-
and chop sbmc wood for my wife. A
piece of wood flew up and put out
my eyesight, and now I would like
the Great Futher to send me another

white man, aud I am bringing my
children up in the white man’s ways.
I am getting old, and wish my Fath
er would send me a canc. When yon
send the eye please send a brown
one, as that is the color of the other
eye. I hope the Great Father will

An exchange says: “Carry the news

colons of the South, that the dog law in
Indiana creates a fund out of which
losses of sheep killed by dogs are regu
larly paid, and, besides that, contrib
utes $100,000 a year to tlie school
fund.”
Is it Civilization or the want of it that
induces people to prefer legions of
prowling, howling, growling, worth
less dogs to noble floeks of mutton and
wool-jiroducing, harmlesss sheep? We
uo not blame any one for keeping a val
uable dog, but the fine of these form
the excuse for keeping tlie myriads of
mischievous ones, and civilized men,
having the good of the country at
heart, should be willing to come under
some little restraint for the general
i»ood. Society, law and order exist on
this principle', and prosperity cannot
be carried to its highest point without
it. A wise and brave legislator will
never shrink from duty through fear
ot losing his seat, especially for voting
against worthless dogs. Such shrink
ing i s unworthy, and deserves to fall.
