that the condition of Ihe finances of

with the impossibility of paying the

M. D. Conway writes a letter to the
Cincinnati Commercial Oaxette, which,
in view of the probable early accession
of Prince Albert to the English throne,
is of interest; especially as it correct*
a misapprehension prevalent in the
United States tn regard to the popular
ity of Queen Victoria:
It Is about time that Americans

I was present at the annual dinner
iven bv the NovltnagUns, a club of
itiquarians, a good many gentlemen
id ladies being there, when Ex-Gov-
ernor Holliday, of Virginia, made a
speech, in which be fairly decorated
“that noble woman" with rhetorical
Kohinoors, and left her framed in a
constellation of admiration points. The
~ llsh people smiled and winked at
wai other; there were whispers about
distance lending enchantment, and
about the curious notions prevailing in
the American provinces.
The Queen is certainly not liked by
the English people. 1 have formed a
pretty huge acquaintance in tbe course
or twenty years’residence there, and 1
do not know one English man or
woman who personally likes or ad
mires the Queen. She is variously ob
jected to as morose, morbid, stingy,
grasping, ugly, sullen, ill-humored,
aud torpid if not stupid. I do not say
that these opinions of her are correct,
but they are generally held, though, of
course, not publicly expressed. There
are a number of English Radicals of
the Bright school who set a high value
on the Queen really because rite has
brought a huge degree of unpopularity
on the throne. They would like her
to live a long time, because every year
tbe people learn more and more how
unimportant tbe throne is to them,
aud are gradually forgetting the tradi
tions of court splendor and gayety.
Their appreciation of the Victorian
reign is as little complimentary to the
Queen personally as the dislike of tbe
average people. Tbe Queen has of
fended the most influential women of
England by her hostility to all move
ments for enlarging the sphere of occu
pation and influence of her sex. The
thinking and literary people are
»med that her only efihsive patron-
should be accorded to military men
we glories -have been won by at
tacks on small tribes. The great con
servative middle classes (upper and
lower) sneer at her heaping up Idle
millions ot money and giving none
of it to the Prince of Wales, while he
performs most of her public cermonta!
duties for her.
The Queen’s growing unpopularity
measure the growth 01 the Prince of
Wales’ popularity. This has been
steadily increasing, until it is fast
amounting up to enthusiasm. The
Prince has endless good humor and
marvelous tact, an instance of the lat
ter being his prompt consent to go off
to Eastbourne anu open an asylum
there because it was named after his
deceased sister. Alice. He Is clever,
too. Not long ago the Savage Club in
vited him to attend a banquet at their
rooms; the whole thing was slighty
snobbish, and there, waa a good deal of
satisfaction when the Prince, after
dinner, suggested that so large ami flue
a dub (it consists chiefly of actors and
musicians) should found a scholarship
in the new Royal College of Music.
The affluence or the club was chiefly
on the table, but they could not ex
cuse themselves to the Prince, and are

In a royal piper must expect to pay
him royally. The Prince always makes
faultless speeches now (he has lived a
long time since he spoke of Queen
Elizabeth as bis ancestor), am! never
puts on any airs. He has outlived a
good deal of gossip, arising front his
liking for pretty girls (in which was
always more of the merry German
than the dangerous English "flirta

Princess it shown not only In his con

and beaming happiness of her face. It

Mount Desert is tickled with a new
toy tills summer—a perpendicular
railroad, so to speak, to the top of
the highest mountain of the whole
hilly coast region. It is the third
railroad of its kind, the first one
being that to the top of Mount Wash
ington and tbe second that on the
Righi. in Switzerland. It is by all
odus the beat as well as the latest,
acrording to the verdict of the ex
cellent Railroad Commissioners or
Maine, two of whom are civil engin
eers and practical railroad contrac
tors. This kind of railroad is really
an iron ladder, the rungs of which
arc but two or three inches apart,
and the train climbs it by means or
ilia steel toes of the cog wheels geared
to the power of the engine. Aa one
aita on the forward sloping seat of
Ihe car, which bocotues level as tho
floor measures an angle of fort) -five
degrees or more, it looks a frightful
risk, this climbing tho sheer preci
pices of the mountain. But au ex
amination of the gearing aud tho con
struct inn puta to flight anything like
nervousness. The thick, stubbed
steal teeth of the eug-wheel, in the
first place, do not in tho least look
liko breaking off, but if one should
give way certainly not all the four,
which arc always entering or just
about taking hold of the rungs at
tho same time. Nor are tbe wrought-
iron, hand-fastened rungs likely to
S ire way, for each, with a possible
ut not probable weight ot twenty
tons of engino and load, dlstribtiUil
on four of these rungs, i* able to
bear hundreds of tons. Then there
are several brakes aiul sto|*s that ran
bo inilantly and successively brought
to bear. As for tlie engine running
backwards down tbo steeps as every
rung passed anil holding the mg
send* the piston against the com
pressed air in the cylinder, tlie down
progress can be only cog by cog and
rung by rung, precisely as slow as
tho tolling upward.
Animal hides must be very scarce
up in Massachusett*. In an address
Governor Butler said the other day:
“I have got specimen* of five differ
ent skin* of humtn beings—only one
of a negro—and 1 have presented here
a pair of shoes, all ready lo be put on
to tliu foot of Borne person, cut out
from the breast of a white woman,
(applause), and I have got the whole
skin of Ihe back of another woman.’’
