does not overestimate the value ol
the trade of the section of country re
ferred to in the above article, nor is
it mistaken when it says that it can
be had by anything like an earnest ef
fort upon the pari of the* business men
of New Orleans. It has been a mat
ter of some surprise lo us ever since
the Pensacola and Adamic railroad
ha* been completed to Chattahoochee
station that boats have not been placed
on the Chattahoochee, Flint and Apa-
lachacola rivers by New Orleans com
panies; aril if the business men of that
•rreat city would only take the trouble
to investigate the matter for them
selves, we believe they would at once
decide to no longer neglect the valua
ble territory that would ho made
available -b> a line of steamers in
these rivers. We trust that the
Times-Democrat will continue to
keep this subject lie fore the business
men of New Orleans until they are in
duced to take bold of it.

The Supreme Court of the United
States, iu a lengthy opinion delivered
on Monday, virtually wiped the in
famous Civil Rights Bill from the
statute books of the country by decid
ing that it was unconstitutional. The
decision covered five cases which
were submitted to the court on print
ed arguments about a year ago.
These case* were all based on the
first and second sections of lhe civil
j rights act of 1875, and were re-pect-
J ively prosecutions under that act for

It is predicted that the first session
of the Forty-Eighth Congress will last
from December to mid-summer. The
legislation of this session promises to
be important. It will involve, no
doubt, a sturdy attempt to reopen the
tariff, a persistent fight to compel
delinquent land grant corporations to
follow out to the letter the mandate
of their charter* or forfeit them: and
an effort to get a further large appro
priation for the Mia-issippi river. The
commanding feature of the session,
perhaps, will be an effort which will
be made, regardless of party lines, to
abolish the Internal Revenue system.

erty of his neighbor, and being refused
threatened to build a small house and
rent it to a negro family, which he did,
the said negro being a preacher. The
other man brought suit on the ground
that it was a nuisance. The supreme
court has decided that the negro fam
ily was well-behaved and was not a
nuisance, and it added: “A negro fam
ily is not, per se, a nuisance, and a
white man can not prevent his neigh
bor from renting his home lo a negro
family any more than he can to a Gei-
iiian, an Irish or French family.”
