various post-offices throughout this

form to which the President and the
party Is pledged, be will find no better
method open to him than that entered
by Secretary Lamar of the Interior

The folio wing plan hat been sug

IV. Walters have a imndred and twen
ty-five acres of land, eligibly situated,
on tbe southwest boundary of tbe city.
They propose to divide this tract into
quarter acre lots, regularly laid off,
with streets properly located, and a
space within the center for a hotel.
These lots are to be* sold for $125 each,
and the proceeds are to constitute a
fund for bn I? ding the hotel. The pur
chasers of these lots would be interest
ed in the success of the enterprise to
the extent of their investment in the
lots. An artesian well Would, of
coarse, be a necessary feature of the
movement.
This arrangement seems to suggest a
feasible plan for supplying the great
need of Albany in the matter of in
creased accommodations for those who
come"8outh to escape the rigorous win
ters of more northern latitudes. Let
.tbe movement be earnestly entered
upon, and but little difficulty will be
met in winning outside capital forth*;
enterprise. What have the people of
Albany to say on the subject'-

broken. Russia may seemingly accede
to England’s demands; but it will be
found, in the end, that the Muscovite

Virginia in a dishonored office. To be
thus early antagonized in the Senate by
its only open defender of assassination,
is a favorable indication for Mr. Cleve
land’s administration. It can but result
in drawing to him, in his efforts to put
honorable men in office, the support of
all self-respecting Republican Sena
tors.
This view of the case will strike all
who are acquainted with the springs of
human action, and who know the esti
mate iu which honest statesmen bold
their reputations.
I offer the following first-class fertilizers to the farmers
of Dougherty and surrounding counties, believing a ju
dicious use of the same will give satisfactory results.

ation was unanimous—even the little
renegade failing to vote in the negative.
And so tbe Cleveland dispensation is
falrl}' on its way.
It is a gratifying fact to the South
ern people. They have bad abuhdaut
reason, even since the war, to look
upon themselves as only lialf welcome
to tbe privileges attendant on citizen
ship in this great country; and the
rulers of tbe country, during that pe
riod, have lost no opportunity to stig
matize Uioir character and section, and
to fix upon them all manner of oppro
brious epithets. Tlie Southern people
now feel that they have an acknowl
edged interest in the future of the Gov
ernment.
For all this, it is natural that they
should be filled with feelings of grati
tude to-day, and that they should give
expression to them in no uncertain,
half-hearted way. It is no small mat
ter to have come out of tlie wilderness
of the past twenty-four years of bitter
ness into the smiling political Canaan
of the present.
Hundreds of office-seekers from this
sectiou will doubtless lift their voices
on high and rejoice in view of tbe ma
terial interests that center in the offi
cial flesh-pots; but those who suppose
that any such purely sclflBh considera
tions constitute even a tithe of tlie
source of Southern rejoicing are man
ifestly unjust to our people. They re
joice in the prospect of being let alone,
in the hope of an honest and economi
cal administration of affairs, and in
the reasonable certainty of a return to
the wiser and better methods of the
earlier days of the Republic. And so
they send greeting to the new man and
the new dispensation.

The Washington Critic has published
the following eye-opening paragraph.
It is about the best thing we have seen
on the given line-furnishing as it
does a guarantee of a working admin
istration :
“President Cleveland introduced some inno
vation* at toe white honw* yesterday. The
executive mansion has scarcely ever witnessed
so earjv a breakfast, and the library, usually
controlled until noon by the sweepers and
house cleaners, was the scene <rf an indua-
trioufl tratheriug, composed of the President,
his private secretary and .stenographer, at an
unprecedentedly early hour. Xu addition to
this, Mr. Cleveland found time to receive eve
rybody that vranied to see him, and to show
tho public that their wUhea were as important
as Ins convenience. As if this were not enough
for on«* dav, Mr Cleveland taught the digni
fied marnhal that introductions at a public;
levee are a meaningless and senseless formal
ity, and that he would receive the thousands
i>{callers without presentations. A President
who Is an early riser nnd a hard worker, and
who regards convenience and common sense
as better guides than time honored customs,
etiquette, and precedents, is indeed a surprise.
The first day of the new administration was
one of surprise at the white house, bat one
that gives the utmost satisfaction to all con-

Owing to the absence of Senators
Bayard, Garland and Lamar, the Re
publican majority in tlie Senate is
nine. It wijl be uncomfortably large
dnrinA tbe whole of Cleveland's term,
unless there should happen a number
of unforeseen favorable results.
One of the most perplexing ques
tions that wifi come up for decision
by the President and his Department
officers will be that growing out of the
purpose of a large number of whites
to enter, and forcibly occupy, a
portion, of the Indian Territory. The
land belongs to the Indians. It was
given them in exchange for landson
the east side of the Mississippi river,
and guaranteed to them by solemn
treaty stipulations. This being tbe
case, but one honest course is open to
the Government, and that is to protect
the rights of tbe Indians to the land,

been very obnoxious to Judge Speer’s
Senator, who is bitterly opposed to
anything but “moral suasion” in deal
ing with the Saint,.

chop off supernumerary heads. Half
of the clerks and employes at the
White House have been dismissed—
their dismissal to take effect on the
loth Inst. This is good as far as it
goes; but It is only a step In tlie right
direction.

England’s Complications.
Matters look rather m urky for England
in the East. The campaign against
El Mahdi has been a disastrous failure.
Lower down on the continent, the
English are being crowded by the
Germans; and quite recently, at the
town of Victoria, tbe flag of St. George
was torn down by German soldiers,,
and the flag of Germany run up in its
stead. It is a bad-looking affair.
Over in Asia, on the borders of
Afghanistan, the Russian advance has
not been turned back by Lord Gran
ville’s nltimatnm. The Muscovite
Battalions are already witMn what
England chooses to considerthe north
ern boundary of the Ameer’s domin
ions, and within sight of his troops. It
is of course within the power of diplo
macy to avert a collision, but it does
not seem that Russia is very anxious
to have one averted, just now. The
opportunity, long sought, ban coire at
last; and it would be smgulai if Alex
ander failed to improve it.

zen of that village, writes under date
of December 22d:
Sooh after my marriage, about four

land and note all his movements. If
he go to church on Sunday, or do not
go, the fact is duly sent abroad. It is
a habit which came in with tbe Re
publican party, and that ought to be
allowed to go out with it. It is dis
gusting. A President is neither a no
bleman nor a prince; and he ought to
be spared the humiliation. of having
newspaper creatures craw ling around
after him—ready to chronicle a wink,
a sneeze, or a smile, just as if the sal

Tbe following dispatch bas been sent
by the Secretary of Foreign Affairs for
the Republic of Guatemala to the rep
resentative of that country on New
York:

reined a decree proclaiming the union of Cen
tral America as one republic, and t- realize
the same baa assumed supreme military com
mand.”

Central America is composed of five
republics, uamejy, Costa Rica,
Nicaragua, San Salvador, Hondu
ras, and Guatemala. These coun
tries once constituted a sort
of federal union, modelled after the
style of Uie United States; but it soon
fell to pieces through the petty jealous
ies of military leaders in the various
States. Since they resumed their old
autonomy, repeated .effort'.have been
made to re-unite them, hut these efforts
have all failed because of an inability
to agree upon a leader to preside over
the re-united country. Each republic
has bad its favorite, and has been un
willing to sacrifice its individuality un
der any other lead.
The dispatch given above seems to
Indicate that President Barrios, ofGiia-
temala, has undertaken to settle the
question by proclaiming himself Pres
ident of the Republic of Central Amer
ica. As a matter of course, he expects
to back his claim by war: for It would
besingularif tbe four countries, to the
south should quietly permit their whole
individuality as nations to be swept
away by a mere proclamation from an
ambitious chieftain to the north of
them.
Possibly Barrios may be assisted by
disaffected elements in each of the oth
er States. If so, tbe contest maybe
doubtful; but if there should be very
general resistance of his dictatorial
claims, he is doomed to defeat. The
contest is of importance to the com-
