Superior court has brought bills, shall
be transferred to this court, and makes
it the duty of the Judge to ap|>ortion

ly and economically In the interest, of
personal liberty and saving to the
county. To illustrate tills we take one

the citizens of these burdens, we re
spectfully suggest that your Honor will
pas* a general order transferring all
case* below felony to the County
Court, and that your Houor equitably
apiwrtion the costs to the officers of
the two courts.
We are surprised to find that 110 civil
cases are being brought to the Comity
Court. If citizens having claims u< t
exceeding$300 would bring them Into
that court, it would relieve the docket
ot t're Superior Court, save expense to
the county, and a more . speedy trial
could be obtained.
We desire to calL your Honor’s at
tention, and also the attention of tin*
Judge of the Couuty Court to the law
regulating the distribution of funds
arising from fines and forfeitures to tiie
several officers of the Court. We think
that the usual practice in such cases
does not conform to the law.
Our attention lias lieen called to a
custom among some of our attorneys
in course of their arguments before the
jury, to refer to parties whom they are
opposing, by words and manner which
are anything but - pleasant, and w e
earnestly request his Honor, the Jndge
presiding, to prevent such practice in
future.
Our attention has been called to a
vice—that of raffling ami dice throw
ing—which has become too prevalent in
this commuuitv*, ami we call upon our
better class of citizens to use their ef

A flying trip yesterday to the Osier
willow farm of Mr. I. C. Plant, a mile
below the city , presented asurpri.se.
In a building ou the premises were a
mimtier of negro women and Ixiys at
work stripping the bark and leaves
from the willow switches. This is the
first cutting of the crop of two years* I
growth, and the yield will be about
two or three tons.
These switches are from four to si-re is
feet long and arc ent and placed In
bundles like sheaves of wheat. They
are then taken to the stripping build
ing and placed in a var filled with wa
ter. Tin*large ends are then placed in
a peculiar little machine w'hicli loosens
the liarfc for a couple os inches. Pass- !
ing along on tlie table they are placed
one by one in the strippers, a little
machine, the invention of Mr. Plant,
ami with a pair of pliere are pu!l«*t
through w ith otic jerk. This process
takes off all the bark and leaves. The
switches are then wiped off with a
woolen cloth by passing them through
the baud. They are then bundled and
lajU away to dry.
The little contrivance used for strife-
ping perform- its work admirable.
Mr. Plaut sent to Switzerland and t<»
the willow farms in the North and
west-for machines, but all were crude
and worked unsatisfactorily. He set
about and soon made one for the pur
pose which does it* work rapidly and '
effectually. All the leaves and bark
are dried and baled, and command a
