believe, that there was anything im
proper, much less dishonorable, in the
action of Governor Colqnitt In the mat
ter of granting the right of way for
the cars of the Georgia Pacific railroad
over the tracks of the Western & At
lantic railroad, Into the city of Atlan
ta.
Whatever investigation there may be
of the matter, the conclusion will show
that this opinion is well grounded* But
In the face of the feet that various
Legislatures have authorized’, by spe
cial acts, the doing of just what Gov
ernor Colquitt did, for small considera
tion, and even no consideration at all,
the uproarsb.it is being excited In this
matter is rather ludicrous. It would
be entirely so but for the feet that the
animus of tbe whole affair seems to be
a feeling of bitter personal hatred of
Governor Colquitt and General Gor
don.
By acts .of the Legislature in 1854
and in 1880, tbi6 right of way was
granted to the Georgia Western and
the Dalton and Gadsden railroads “on

for $1,000, doesn’t it seem, for a much
stronger reason, that the Legislature of
1872 ought to be investigated for grant
ing tills very right of way for nothing?
Was the act of the Legislature of 1872
criminal ?
Possibly It would be a good idea to
change the purpose of the invefitiga-
tion, aud inquire why Governor Col
quitt charged 'anything at all for the
right of way, in the face of the act of
1872.
It is a poor business for the Legisla
ture to engage in pulling out of the
fire the rotten chestnuts of personal
animosity against Colquitt and Gor
don, at a time when so much badly

gesting that there are Democrats in
this section s* competent to bold office,
and as deserving of bolding it, as
themselves.
There is no sort of donbt about that.
The Republican vampires, colored
and uncolored, will stay in office till
their terms expire, and many of them
will be re-appointed on tbe principle
that, “if thine enemy, hanger, feed
him;” and the law will keep company
with them and the angelic Adminis
tration.
But our contemporary is wrong in
making the allegation that only
spoilsmen” are opposed to it and its
fruits. As interpreted by President
Cleveland, It works the defeat, in
large measure, of the great reform
movement which was supposed to
have triumphed on the 4th of Novem
ber last. It keeps in office, all over
the South, the very men whose re
moval constituted the chief motive to
Democratic effort in the campaign.
So far as the South is concerned, it is
fair to say that an overwhelming ma
jority of its best people would sweep
from the statute books this offensive
barrier—If, Indeed, it be a bar
rier—to the deliverance of Federal
offices from the domination of scala-
waglsm, if it were in their power to
do so. There are not many Demo
cratic Mugwumps in the South, and
the fact is creditable to our section.
But, really, the trouble does not
grow out of the Presidential regard
for the civil service law; for there are
not any more changes made in the
offices that don’l come under the pro
tecting wing of that law, than In the
offices that do. The fact is, the Ad
ministration Is trying to run with the
Democrats and hold with the Repub
licans, in this matter of appoiutment to
office, and ii is nonsense to say that
only Democratic “spoilsmen” are dis
gusted with tbe programme. But it
must be admitted that Republican
‘spoilsmen” like it.
If
property assessed Jby a board. _The
county lets every man return his prop
erty at his own valuation. The result
is, that the city books show a million
dollars more of Unable -property than
tbe county books, though, of course,
tbe county embraces tbe city and
vast amount of property besides,
assessors are provided for every coun
ty, It will raise tbe next tax totals
fifty million dollars above what they
now are in tbe fir3t year. This will be
done without adding a dollar to the
returned value of property that Is al
ready returned at its real worth,
will simply bring up the property
that is half hid ont by false or Insuffi
cient returns. Tbe boose cannot do a
wiser thing than to pass this bill.

A prominent Virginia Republican
claims that Wise will be elected Gov
ernor, owing to the supreme disgust of
Democrats at the absurd policy of
President Cleveland with regard to
filling tbe offices. It will be very silly
in the Democrats to remain away from
the polls merely to emphasize their
contempt lor the Miss Nancy methods
of the Administration. Disreputable
as the good-Lord-good-Devil policy of
the modern Tyler is, it isn’t as bad as
Mahonism. Even if it were, the tri
umph of the mongrels in Virginia
would not result in bettering the situa
tion. It would not accomplish the re
moval of Mahone’s creatures from the
Federal offices any sooner.
There has been a considerable de
cline in the condition of the cotton
crop all over the cotton belt since the
August report of the Department of
Agriculture. The average has fallen
to 87. This result has been brought
about by drouth, rust, boll-worms and
caterpillars. For all this, the price of
the staple is so low that only those
farmers that have made their crops in
dependently of supply . dealers can
hope to come out ahead. No farmer
cau buy his supplies and clear money
on a cotton crop made in that way,
when the staple brings less than Scents
per pound.

Georgia prohibitionists have
not done anything yet, so far as our
observation extends, except to' ask the
Legislature topass a general local op
tion bill. This the Legislature has
done, and llic people of the State can, if
they will, keep the liquor question en
tirely separate from politics and settle
it by vote in their respective counties.
But the issue is being made very diff
erently in Texas. The prohibitionists
are evidently being led by fanatics,
and the liquor question now threatens
to divide the Democratic party of the
State. We hope it will not be so in
Georgia.
There is quite a disposition on the
part of Rome of the press to censure
Gov. McDaniel for hot renppoiating

The News and Adveutiser is not
the champion of Governor Colquitt, or
the apologist for his admiuistration, as
its record will show; and hence there
is the greater reason for its saying, and
force in its saying, that this everlasting
effort to besmirch his character should
be discountenanced. He doesn’t need
the help which sudi hounding brings
him; and the people have the right to
plead tor deliverance from the venom
which refuses to let them bid an cver-
lastingadiou to pastpolitical variances.
Judge Clark to tbe judgeship of the
Stone Mountain circuit as a rebuke to
Governor McDaniel. It is a matter of
congratulation that Judge Clark _ has
been-elected to this office; but we do
not share in the belief that the Legis
lature intended it as a*censure of or a
rebuke to Gov. McDaniel. Such a con
struction of the intent of the Legisla
ture is far-fetched.
Irregularity the Rule Now.
“Nemesis,” who writes a racy arti
cle in the Telegraph of tiieTSth, true io
her instincts, blazer, away furiously at
the manner of procedure in the last
gubernatorial convention. She % says:
“The convention abdicated its office,
and without authority or precedent,
delegated to eighteen men the perform
ance of the work which the people bnd
instructed aud expected it to do in the
proper manner.” “Nemesis” regards
tliis “committee of conference” busi
ness as a violation of the sovereignty of
the people, aud censures the Boynton
men for combining with the McDaniel
Ites, and declares the whole thing “was
n resuit effected by trickery rnd trad
ing, and u total aud inexcusabledisre-
gard of the wishes of the people.”
All regular procedure iu conventions
has been abandoned in Georgia for
some years, and is it. not too late to get
out of humor o\r.r irregularities?
Governor Hoadly continues to
shake-up John Sherman in the most
approved style, and with no fear of
the law against cruelty to animals bo-
: fore his eyes. Exposure of the malig
nity, mendacity and utter shallow
ness of Sherman’s speeches could not
be more complete. It will be a reflec
tion on the intelligence and political
honesty of the people of Ohio, if Sher
man be returned to the Senate on the
sole issue of undying hatred of :> the
Southern people. This is the only
principle In Sherman’s platform.

The astronomers have gone com
paratively wild over, the discovery of a
new star of the eighth magnitude.

The bill to provide means for build
ing the new capitol by levying a spe
cial tax of 50 cents on the thousand
dollars has passed tiie House by a large
majority. This is tbe entering wedge
of divergence from the pledges con
tained in the law authorizing the build
ing cf the new capitol. Under that
law, it was expressly stipulated that
appropriations w ere to be made only
from “the surplus in the treasury;
and here is a bill, thi3 early, levying a
special tax for the purpose. Neither
pledges nor constitutional guarantees
are worth anything, these days.
