The Mayor and Council of the city of Albany
do hereby ordain:
Mectlon 1. Thnt there shall Im) issued the Bonds
of the city of Albany to tho amount of One
Hundred Thousand Hollars*or *o much thereof
as shall be necessary for the puri>oee of provid
ing funds for constructing and erecting a sys
tem of waterworks anil laying and construct
ing n system of sewerage for the city.
Hoc. 1 Tho Bonds issued in pursuance of this
ordinance shall ho of the denomination of One
Thousand Dollars each, and Mud I bo unmhored
from ono upward, till to bo fully puid off and
discharged within twenty-five year* from the
lfitli day of January, 1894* and shall Iwnr inter*

of the principal and tho interest* payable on ttiu

after, at the Murcnntllu National Bank In New
York City} principal and interest payable In

said Bonds shall bo signed by the Mayor and
Clerk, and couutcrslgiied by tho Treasurer and
attested with the seal of said city of Albany.
The Treasurer shall keep a book in which
shall Ims registered all • f said Bonds, showing
the number of the Bond and tiie date of Issue, to
whom issued, date of redemption and payment
of interest.
Haid Bonds shall liavo coupons signed and
countersigned as the Bonds, attached, repre
senting each installment of Interest to be paid,
and said coupons shall he detached from the
Bond before tho puyiucnt of the interest repro-
seated thereby, and shall, U|m»ii payment, lie
forthwith cancelled,

the Mayor nnd Council* or some deputized
agent* for cosh at the beet price obtainable.
Provided that said Bonds shall not lie sold for
less than their par value.
Hee. 4. Thu Mayor and Counolt shall enuse no

as they piay direct, of Us Intention to Issue nnd
sell said Bonds, and invite bids therefor. The
Mayor and Council have the riaht to reject any
or all bids received for snelt Bonds.
Hec. 5. There shall be annually levied and col
lected on all taxable property, real and per
•mial* within the city, a tax snfllaicnt to pay the
Internet on said Bonds ns the samelweomes due,
and to redeom said Bonds as provided In tills
ordinance. Hnid tax shall be levied and col
looted In the same manner as other taxet of the
olty; and said tax ahnll lie known os the Water
and Hcwerage Bond Tax, and tho proceeds
raised thereby shall lie used for thu payment of
the principal and Interest of the Bonds so
laaiied, and for no other purpose.

American topics will be treated in lecture courses by recognized
authorities, in single addresses by distinguished public men and women,
and in magnificent tableaux, illustrated entertainments and National
concerts. Dr. Edward Eggleston will give a course on “American
Colonial Life.” Mr. H. W. Raymond, of the Navy Department, will
describe, with stereopticou views, "The Navy—Old and New." Mr.
W. E. Curtis, of the State Department, will lecture on "The Existing
Conditions of South American Republics," etc.

OTHER LECTURES.
There will be the usual variety of lectures and addresses on many
different topics of interest by speakers of National reputation. Among
those already secured may be mentioned Prof. H. H. Boyesen, Dr. F.
W. Gunsaulus, Dr. J. M. Buckley, Mr. Melvill Dewey. Dramatic read
ings by leading interpreters, and authors’ readings by popular Ameri
can writers, will continue to be features of the programme.
MUSIC.
A Chautau-
Rogers’ Band and Orchestra will be doubled in size,
? iua Banjo Club will be organized, a' college glee club will be present
n July, and soloists of high rank will be secured to appear in frequent
concerts. Mr. W. H. Sherwood, Dr. H. I. Palmer, Mr. I. V. Flagler
and Mr. L. S. Leason will continue to take an active part in the music.
FOR YOUNG PEOPLE.
The management is arranging for special lectures and talks on
helpful subjects to young people; for a model United States Congress,
under the direction of Prof. W. K. Wicks, of Sj racuse, N. Y., in which
the boys will be taught parliamentary rules and Congressional methods,

All the other departments will be efficiently equipped, and will
continue to do thorough work. Details will be announced early in 1892,
