The New Orleans Picayune makes a rather startling statement: A bill has been introduced Into Congress providing for a national leprosy hoS' pltal, and it Is said that the national authorities view with great alarm the gradual but sure spread of tills loath some and deadly disease throughout the United States. The Picayune says there Is scarcely a town of any size in the country that has not one or more cases of the disease, usually neglected or hidden away, and there Is no State that has taken any steps to care for or Isolate the victims. It has been much disputed whether leprosy Is contagious, but It certainly spreads where not Isolated. It Is mak ing very rapid progress in Havana, where lepers commonly appear on the streets and handle the same filthy cur rency that forms the circulating me dlum among their healthy fellow citi- zens. Serious concern Is felt by the government respecting the prevalence and spread of leprosy in neighboring countries as reported recently by United States consuls in response to a request for Information issued by Sec retary Blaine. These reports are as yet withheld from publication for rea< sons of international policy. Hpocial to tho IIkkai.ii. But among them all it Is plain that Mr. Blaine has not succeeded In fastening a personal quarrel upon the cool and oircumspeot ocoupant of the White House. Tho most authentic explana tion of Mr. Blaine’s action given by his friends Is that certain members of Harrison's oablnet were making mouths at him, and that he could not bear it any longer. The worst offend ers, it appears, were Secretary Foster and Secretary Elkins. But the Phila delphia Record suggests that Mr. Blaine might have endured Klkins a few days longer, especially since it was through his own influence that this ungrateful friend and admirer came to be regarded by President Har. rlson as a lit associate for him In the cabinet. If it Is not the Intention of the News to misrepresent Capt. Hobbs in connection with Capt. Rouse's nomination to the Senate or Mr. Putney’s candidacy than there was for the flrst. The Hkrald has tried to meet the Stevens organs, in their attack upon Capt. Hobbs in bis capacity as Chair man of the district Democratic Kxecu tive Committee in a spirit of fairness, but it is discouraging to correct one misrepresentation after another only to have another brought in to take its place, when it is known that such per sistent misrepresentation is prompted not by any jealousy for tho purity and success of the Democratic party, but is intended to cripple, In the interest of the candidate of a secret organlza* tion, so true and tried a Democrat as Capt. Hobbs. When men like Capt. Hobbs forsake the Democratic party or prove recreant to Its best interests, it will not have much showing in the hands of such as are now barking at his heels through out the Second Congressional district. Talk about ladies whose whole lives are devoted to toilette—they are no. where when compared to the German emperor, whose wardrobe is of glgan. tic size. It always numbers a thousand suits of dress, and the emperor known to have changed his dress as many as twelve times in eighteen hours. He never stays more than week in a place, so blB costumes are stowed away in rosewood and ebony chests, in the care of two valets, and number of servants under them, who dust the clothes, olean the shoes and polish fhe swords and buttons, whioh in the uniforms are of pure gold.
