Dougherty must not be behind the
times. We need an Improvement on
the old Court House, and ought by all
means to linve it.
The watermelon senson Is at Its
height. From fifteen to twenty cars
of them, raisedTn Dougherty and ad
joining counties, go north everyday.
Ten or twelve more cars loaded with
Iron piping for the waterworks have
been received, and will be unloaded
and distributed over the city in nshort
while.
Every year more and more atten
tion is being given, in Dougherty and
the surrounding counties, to tlie cul
ture of grapes, and more and more
clearly is the fact being demonstrated
that nowhere does this fruit thrive or
mature more perfectly than here.

Tlie Board of County Commissioners
decided, to-day on tlie plans for the
improvements on tlie county Court
House, the result being thnt those of
Mr. G. I,. Norman, of Atlanta, were
accepted.
Plans were presented by Meiers.
Bruce & Morgan, of Atlanta, McDon
ald & Bros., of Louisville, Ky„ G. L.
Norman, of Atlanta, nnd W. K. Gunn,
of Albany. All the plans presented
were in fact admirable, nnd met tlie
requirements for the improvements of
the building; hut In their choice the
Commissioners lmd to he guided by
cost of construction ns well ns beauty
nnd convenience.
The plans of Mr. W, R. Gunn were
examined closely by the Commission
ers, nnd were very much admired by
them as well as by many of the friends
of Mr. Gunn, who also inspected them.
They were somewhat more elaborate
than those which were accepted, lint
the cost of the Improvement which
they represented being about $110,000,
It was a little more than the county
could stand at the present time. The

disappointment nulling the friend of
Mr. Gunn.

The numerous railroad
which are being chronicled every day
throughout Georgia and other South
ern States, will not, perhaps, be so
surprising M’lien it is learned that the
litigation and damage suits in which
the railroads in Georgia are involved
annually, consume more than one-
third of tlie gross earnings on tlie
mileage within the State. The other
two-tliirds, being fully consumed in
paying operating expenses, there
little left for improvements, not to
speak of dividends to the stockholders.
In a great measure the burden of all
this falls upon the people, for, besides
the enormous volume of litigation
which is conducted in courts main
tained by the tax-payer, thousands of
employes and railroad hands remain
idle from one year’s end to the other.
Notwithstanding these factB, the fight
on the railroads is still kept up with

ply, it would have to go through no
such process, but those who object,
claim that it is equal to the construc
tion of a new building.
The county commissioners are ready
of course, to submit to tile will of the
people of the county, but they have
thoroughly considered the matter, and
it is their decision that there sliouldbe
some decided improvements in the
present structure.
A well known citizen remarked yes
terday that the present building was
amply sufficient for the needs of the
county, and that he was unwilling that
the county go iu debt, or the people be
taxed for tlie purpose, for tlie construc
tion of the waterworks would lay suf
ficient burden upon the tax payers.
He overlooked the fact that the ren
tal from tlie waterworks will more
than maintain it.
However all this may be, it was sta
ted on the streets yesterday, that the
petition originated in the dissatisfac
tion of the friends of Mr. Gunn, whose
plans were for some reason rejected by
the Commissioners. It seems that it
M-as understood that this rejection of
Mr. Gunn’s plans would result in such
a petition, and such seems to have been
the case.
Dougherty is in urgent need of a new
Court House, or one at least which
shall be a decided imprpvement on the
old one; and as the plans propose noth
ing else but improvements, the legal
point can scarce be considered as at
all affecting the action of the Commis
sioners. It is hoped that they will
stand firm in their decision.

THE UNION DEPOT.

There is a great deni of diversity of
opinion among the people of Albany
regard to the long clamored for
union passenger depot, which is now
nearing completion.
After several years spent in repeated
though vain endeavors to persuade’tlie
railroads entering tlie city to ereot a
depot suitable to the needs of the pub
lic, the Railroad Commission of the
State was finally induced to Jgive the
matter personal attention, which re
sulted in the respective roads being
notified that they must cither build
separate depotB which must come up
to a certain standard, or all unite and
build a union depot, the pinns of
whioh were to be approved by tl)c com
mission.

THE COURT MOUSE FLANS.
A Statement Freni Architect Gann as
la Estimated CM.
Mr. W. R. Gunn, the architect, called
at the Herald office this morning and
lodged the complaint that an injustice
was done him in tbe article that ap
peared in yesterday’s paper with ref
erence to the estimated cost of the
roads, and work was soon commenced
on the building, which would, the peo
ple fondly hoped, end their clamor!tigs
for better depot facilities.
But now that the building is near
ing completion a good deal of dissatis
faction is being manifested by some of
tlie people of Albany, who seem to
think that it is not coming up to the
standard that the size of tlie city and
number of its railroads warrant. Not
that the work isn't being done in a
perfectly satisfactory manner, but the
plan of the building is what causes the
dissatisfaction.
A great many people, in fact most
of them, think that a car-shed should
have been built, as no other struoture
could meet the growing demands of
Albany. Others think that the build
ing that is being erected is exactly tbs
thing, only it is entirely too small and
inadequate for tbe public needs.
And some take an optimistic view of
tbe case, and say “Let well enough
alone.” This is a sensible way to
view the matter for, although we feel
somewhat disappointed at wbattbe
railroads have given us, we ought to
feel thankful that they didn’t succeed
in dodging us again and keep us using
tbe old Shebang of former days.
