Here tofore the hanking, Insurance, rail road, cannl, navigation, express and telegraph companies have been ob tained through tho General Assembly for the renjwh Hint most of them wnntcd sonic special privileges, aria thus much trouble and expense ta the State was Incurred, ns such charters and amendments consumed nearly half the time of the Legislature. The amendment proposes to niter the constitution so that It shall read; “All corporate powers nod privileges to hanking, Insurance, railroad, ennnl, navigation, express and telegraph companies shall be Issued and granted by the Secretary of State In such tnnnner ns shall he prescribed by law.” Tho principal nrgument In fnvor of this amendment Is that It saves time and money In the session of tho Gen eral Assembly. The favorite argu ment against It Is that It confers too niuoh arbitrary power on one man, as he could grant charters without re gard to their speoltlcatlons, Swim at she (Icarrnl Assembly. The next two amendments refer to changes to be made In the sessions of the General Assembly. The llrst of these amendments pro vides for nnnunl Instead of biennial sessions of the General Assembly, and the second requires that these sessions be not longer than Hfty days in eaoh year. This gives one hundred days all together for the two soaalons of any Legislature. The advantage of tills law will at once be seen. It Is urged against it that ton inuoh business would be orowded Into the second session, and that one biennial session of eighty <days would suffice for the better and quioker accomplish ment Of the work. Beading ef Local BIIU. The other amendment provides that tho first and seuond readings of local bills with railroad and hunk uharters be by title only. The object of this amendment is readily apparent. It will save a vast amount of time now conaumed by the House lu having all these measures read through two times unneces sarily. Such bills are never listened to by the mefhbers present, and It Is only their third or tlnnl reading when they oome up for amendment and passage, that a oonipletc reading Is important. Theso are the proposed amendments to the constitution of the State of Georgia. You should consider tliom uarefully aud vote Intelligently. The primary object of the meeting was to elect delegates to the Congress ional Convention which meets in this city on Thursdny, 20th Inst., ntid to nominate a candidate for the Legisla ture, provided a nomination for the ADMINISTRATORS’ SALE: VALUABLE CITY AND SUBURBAN PROPERTY. Nelson Tift will bo sold at public sale on the first Tuesday in November. This will, perhaps, be the greatest or most extensive sale of real estate that has ever taken place In Southwest Georgia. Indeed, we doubt If there has ever been a bigger sale of property in the State. Col. Tift was, beyond doubt, tho ^wealthiest man In Southwest Georgia at the time of Ills death, and most of ’his wealth consisted of real estate. ‘The property to be sold at tills sale is -only the city and suburban property. The estate owns much more property io this and other counties, and all this 'has been left by the administrators for ifuture disposition. It will be seen, Ihoverrr, that the list for this sale is extensive one, and it embraces some Of the most valuable and desirable property in and around Albany.
