Tbe election of Hon. Ben E. Russell
to Congress on next Tuesday Is a fore
gone conclusion. No man of intelli
gence who knows anything about the
political status of tbe Second distrlot
can have any doubt as to what the re
sult of the election will be so far as
the race between Hr. Russell and his
Third Party opponent is concerned!
but the Democrats of the district must
not be over-confident nor apathetic.
It is not only desirable, but highly
important, from n purely Democratic
standpoint, that Mr. Russell should be
elected by a large majority.
In the first place, Mr. Russell de
serves a big majority at the hands of
the Democrats of the distrlot. The
circumstanoes under which he went
into the campaign should be remem
bered. He started out single-handed
and alone, not as a oandldate for Con
gress, but ns a Democrat of the “old
school,’’.to protest ngninst the undem
ocratic and dangerous methods that
seemed, at that time, to be running
away with the people, ills appeals to
the people aroused the old Democrat
spirit, nnd he flnnlly became a candi
date for Congress—not. of Ills own
seeking, but heenuse nobody else
could be found who was willing to
enter the field against the Alllnnce
political mnulilne which hnd seeming
ly forestalled any action that the
Democratic party might, tnke so far ns
bringing out a candidate was con
cerned.
The tide turned ns soon ns the peo
ple were brought face to fnoe with the
true Issue nnd wore shown the danger
Hint lurked in the Influences to which
they halt been kindly and thoughtless
ly yielding. It wns Hen Russell’s
work that ebbed the tide, nnd then
others took courage nnd went, to his
assistance. He became n candidate
for Congress nnd wns nominated by
the most memorable nnd enthusiastic
Democratic convention that ever as
sembled in the district.
Now let us give this gallant nnd
brilliant Democratic standard-bearer
such a majority as he deserves, nnd
one that will bury Democracy’s new
enemy, the Third Party, so deep that
it will not show Its head again in the
Becond district.
Eleotlon day is now near nt hand,
nnd It is the duty of every Deinoorat
to begin to enthuse and prepare him
self for a good day’s-work in the in
terest of his pnrty nnd with the view
of giving Hen Rus«ell n rousing big
majority.
Wiikn a body of Georgia Legislators
et their heads together It’s mighty
t to tell In advanoo what’s going
o happen,
Prominent Democrats who claim
that Cleveland will carry a majority of
the votes in the electoral college can
no longer be classed under the doubt
ful title of “rainbow chasers.”
Only the election, .which occurs to
day week, can determine who ft is
that lias been chasing tile fateful will-
o-the-wisp, and all indications along
tlie line seem now to point to the fact
that Republican leaders will not only
be minus their pot of gold on the
ninth of this month, but will also be
mourning the loss of four years
more of administration the promise of
which they claimed that they saw in a
ratnbow-hued sky.
The soIldSouth will never be broken,
as manipulators of Republican boodle
have long ago realized, and so stated
in their reports to their national com
mittee.
Political leaders, authorities on the
status of the campaign, ns well ns the
lending newspapers of the dky, whose
correspondents scour the country
making Individual canvasses tell us
that New York certainly, and Indinnn
probably, will fall this year into tlm
Democratic column. What is left of the
Republican pnrty In New York is har
monious to be sure, but the dnsertionn
from It on account of the protection
frauds, nnd the fact thnt the Austral-
Inn bnllnt Inw will prevent to u large
extent the buying of votes, will cer
tainly cost, them that State.
Nothing but the most hopeful signs
nnd reports, come from Connecticut,
Illinois, Minnesota nnd Washington,
nnd Michigan’s vote will be divided
eciunlly between the two parties.
Wisconsin nnd New Jersey are no
longer clnssed ns doubtful States, but
both, certainly and the Intter nt least,
are conceded to the Democrats.
Altogether there is no cause for
alarm, but, there should be no over
confidence. The work to he effectual
ly done should be overwhelmingly
done. Every Democratic vote cast
will count. The general npntliy so
often mentioned during the campaign
is on the pnrt of the mnsses, nnd not of
the individual voter. Every true and
loyal Demoornt is on the alert ami will
do his duty when the call is sounded.

NHOVI.D HR A I.AAV AOAINNT IT,
If the laws of morality nml honor
have no influence with some legisla
tors, then there should he n lnw put
upon the statute books to prevent the
trading, log-rolling and slate combi
nations which arc made lip In our Leg
islature In regard to the Judgeship
ami Solicitor Generalship elections
which come up before it.
The policy, “If you vote for my can
didate, I’ll vote for yours,” will never
put the best men in olllce, nml, above
all things, It will never better the
moral tone of the Legislature ns
body. The censure will not fall upon
the guilty nlone, but on the whole
body, and tho only recourse of the
more honorable men In the Assembly
Is to advoente a Inw which shall bring
ail end to this corrupt method of do
ing business, whloh can scarcely be
distinguished from bribery.
By far the better way were to let
tlie people name their Judges and
Bolloltors, instead of a body some
members of which not only do not
know the candidates, but do not
even know the will of tlie people re.
gnrdlng them. Under tlie eircuro
stances his only guide post is, “You
vote for my candidate and I’ll vote for
yours.”
It is common property now that
this method caused the defeat of Hon,
W. H. Fleming for tho Speakership of
tlie House, nnd we might go further,
but refrain, as this is enough to give
an iden of how It is done.
Some law should be enacted wliioli
would prevent this subversion of that
mainstay of governmental prinoiples
—the will of tho people.

AOAINHT JVDUK LYNCH.
The portion of Gov. Northen’a mes

upon the General Assembly the im

prevent the outbursts of mob law, was
a move In the right direction, and it
Is n credit to the Legislature that they

There Is no doubt about It Georgia Is
In need of bucIi a measure. One of
the most prominent judges In the
Stnte Bald sometime ago in his charge
to the Grand Jury that there was no
sueli thing us an outlaw, and thnt no
man’s crime ever put him beyond the
protection of the Inw which wns made
alike for the Just nnd the unjust.
HeluoiiBcrimes will bo committed at
times, hut they do not Justify mob
violence. An organized mob can
never be the judge of nny extenuating
clrouinstnnces which may be connect
ed with their commission. The peo
ple have endowed judges anil execu
tives with the power of putting into
effect the laws made by themselves,
and when they take these matters into
their own hands, they subvert the
principle of their own government,
and for a time make It an anarchy.
' Tlie law should at all times take its
course. Offenders there must needs
be, blit why not trust the olllcinls
selected by tlie people to execute
justice upon the guilty? Proper legis
lation upon this line should demand
the close attention of tlie General As

member of the President’s

trying to scare up votes. It looks
very much, though, as if they were
scaring them down.
Georgia law-makers hnve touched
very little upon tlie question of immi
gration to the Empire Stnte of tho
South.
It strikes us that this would be a
good question to discuss. Sometime
ago it was suggested that in view of
the faot that Georgia would have no
exhibit at the World’s Fair, the State
have printed a lot of advertisements in
the shape of a review of the industrial
advantages of the State, to be distrib
uted through France, England, Spain
and Germany, with a view to attract
ing some of the World’s Fair visitors
to this section.
This, it Beems, * would be n good
move. Georgia lias plenty of land
which can be bought at an extremely
low figure, and much of it is to be
found in the south and southwestern
sections of the State, and land which
can easily be made profitable to the
right kind of immigrants.
It would be a good idea for tlie Leg
islature to do something along this
line. There Is not a better State in
the Union than the Empire State of
the South.
Thk rumorstlmt were whispered in
Atlanta about the combination that
was made on the e\e of the assembling
of the Legislature by Chairman-of-
the-Democratic-Cominittee Atkinson
in his own interest for the Speaker-
ship of the House, appear, at this dis
tance from tlie Capitol, to be confirm
ed by the result of some of the
elections that took place Tuesday,
notably that of Solicitor of the North
ern oiroutt, in which Bob Lewis was
defeated by the Third Party and Re
publican members voting solidly, with
tlie exception of one Third Pnrty man,
against him. If there wasn’t a trade
made nnd a slate fixed, and if Mr. At
kinson didn’t have a hand in it, signs
are very deceiving.
