What IB-known as the anti-option,
bill passed the Senate by a vote of 40
to 20 on Tuesday. i
Tills hill has been pending for quite
a time, and the original lias been so
patched up In the Bennie that ItB
friends in the House will scarcely be
able to recognize it when it goes back
to them. O,
The bill as It stands Is really noth
ing but bulicoinjie. Indeed, it owes its
origin to- a scheme upon tile part of a
few Congressmen to work the farmers
In politics. In the Senate such men as
Vest and Mills had the courage to de
nounce the scheme nnd characterize
die bill ns It deserved, but all the same,
forty Nenators smiled and voted for it.
But tile measure lacks a good deal of
being a faw yet, and It is doubtful If It
can he put through the House in
Its present shape.- And then i| It
should g» through It Is highly probn
hie that the President will veto it.
The purpose of the bill. If It really
has any aside from the scheme of poli
ticians to catch votes, is to stop all
transactions based upon future deliv
ery, having special reference to cotton
futures. But even if it becomes a law
tins transactions in futures will con
tinlie. The plan of operation may be
chnngcd, but the business will be con
tinued. It may have the effect of
transferring tho futures mnrket to
Liverpool, and in that, event tho only
real change wrought will ho to rule
out the small deulcrs nnd operators,
leaving the speculators who are able
to use the cable masters of the situa
tion.
The trade in futures lias had too
long a run nml become too well estab
lished ns n legitimate branch of busl
ness in this country to be choked ’off
hy legislation, and it will continue in
some fortp whether tile anti-option
bill becomes n law or not.

TUB HAWAIIAN (SITUATION.
Tiir little monarchy of Hownll,
about 2,100 miles from Ban Francisco
out in the Pacific ocean hns seen some
stirring times during the past month.
It nil grew out of the attempt of
Queen Liliuoknlani to restrict the
government of the Islands to the na
tives. She prepared a new constitu
tion which sho requested her cabinet
to sign. This new Instrument de
prived foreigners of nil riglitB of suf
frage, restricting it solely to the na
tives. The cabinet refusing to sign nt
her request, were threatened with
death, and tied ■from Honolulu to es
cape the impending wrath of the
dusky queen.
This state of affairs soon brought
nbout revolution among the
foreigners mnny of whom
Inhabit the little '.monarchy, and
they, determined to protect the
cnblnct, forced the queen to abdlcnte.
This occurred on Janunry Ifth, and
on that day n provisional government
was sot up, nnd commissioners were
at oncesent to tho United Sfntcs, to
offer the Islands to Uncle Sam gratis.
The question now is will lie accept?
Pending tho discussion of the ques
tion two steel war vessels have been
dispatched to the scene to protect all
Amerioan interests there.
The fnet that Honolulu Is the only
ooallng station between Auckland and
Sun Francisco, makes the island of
great importance to the great powers
of the earth, nnd England would raise
a mighty kick against any siioli step,
whioh might result in war. It la to
the interest of these European nations
then to maintain the islnnd as neutral
ground between them all. If the
United States refuses to accept the
proposition made by the commission
ers, it is said that the provisional
government will probably form a re
public nnd ask American protection,
whioh would, of course, be extended.
What Is there, however In the way
of acoepting the offer? The faot that
the island belonged to the United
States would by no means prevent Eng
land or any other oountry using it as a
ooallng station, and unless we do take
it, It is liable to be grabbed up by some
other power. This is a progressive
age, and the United States is a prog
ressive oountry. The Sandwioh Is
lands know it and want to join us. By
all means let them oome in.

The London dispatches to the New

esting bit of oomment:
“The day has oome for monopolies
and trusts even in the spirit world. A
Spiritnaliet periodical announces that
it has secured exclusive collaboration
with the shade of William Shakespeare,
and that any other alleged communica
tions from the great dramatist are
spurious. It is respectfully suggested
that this is a great opportunity for
Ignatius Donnelly and members of the
Bacon Society,' who may induce this
exclusive spirit to dear up many dis
puted points.”
