Thla Is a matter that is gradually
interesting and even exciting the
people of America. Grave fears are
entertained that the disease will reach
our allures early this summer—maybe
so soon as June or July, which would
be very disastrous Just at that time.
The sanitary condition of none of our
metropolitan oltles Is good, and for
thla reason the health authorities
would be unable to cope with the
plague to any advantage whatever.
Take New York, for Instance,during
the summer mouths, which would,
all probability, be the principal and
greatest vortex of such a disease, and
a filthier city could not be found,
Isolation would be Impossible there
even with but a limited number of
cuses to begin with. It Is safe to say
that there are many other cities in al
most the same condition, all of wliloli
goes to show that the disease once
transplanted here during the summer
would spread like wildfire.
There are, no doubt, many ways to
prevent the disease from being
brought to this country. A blow pt
Immigration Is one, and strict quaran
tine regulations another, but neither
seems feasible Just now. If immigra
tion from the Infected centers was
stopped it Is o'almed that the World
Fair would be ruined, nnd the same
thing is said about quarantine. The
fair seems to be the bane of the whole
trouble, and the managers ever want
the restrictions taken awny which
now apply to steerage passengers.
Thus it Is. The World’s Fair must
proceed, though It cost the lives of
million American people. But Amer
ica must bo protected, even though the
World's Fair la abandoned. The for
feit would bo nothing compared with
the great, loss of human life.
While there is no need for nlnrm at
present, more stringent Immigration
and quarantine regulations will have
to bo enaoted in this respeat than
thuse recently promulgated by Score
tary Carlisle. He cannot afford to he
derelict as to hla duties along this line
and it la hoped that other pressing
matters will not eatise linn to over
look such an Important matter.

Southern city, is infested with Negro
vagrants and tramps, nnd the Morning
News has a very timely editorial on
the subjeot. What is true with refer
ence to the evil complained of in Sa
vannah is true, to some extent, in Al
bany, and what the News says applies
with equal force here.
Speaking of theorowds of Idle blacks
who infest Savannah, eating up the
substance of the industrious people of
their race, the News says:
“Many of them are tramps who
drift from town to town and who, if
they were white men, would not be
permitted to enter or remain in the
olty. It Is understood, of course, that
the blacks enjoy privileges that are
not allowed to any other race, but the
line should bo drawn against hlaok
tramps and vagrants. No privileges
should he permitted to blacks that en
oourage them to beoome tramps and
vagrants. Blaok vagrants have be
oome so numerous that they area
great evil—an evil that all Southern
cities should unite in abating.
“Every man who does not work is a
burden on those who do. He is a con
sumer, and yet produces nothing. The
expulsion of the idlers and tramps,
black and white, from the towns of the
South would oontihute greatly to the
prosperity of those of their populations
who are industrious. The respectable
and industrious blacks should encour
age and assist the authorities in rid
ding their respective communities of
the idlers and loafers among them, as
the whites do in respect to white
tramps.
“The number of non-producing
blacks is steadily growing larger in all
the Southern towns, and the authori
ties will be forced to take some action
against them in the very near future
if they do not voluntarily undertake
the task of getting rid of them. If
these idlers were made to understand
that they must work or move on, the
army of idle blacks would soon be
greatly reduced. Idleness breeds
crime, and the jails are already full of
black criminals.”

That the following rules nnd regulations
governing plumbers, nnd connections with the
waterworks system, heretofore approved by tbe
Hoard of Water Commissioners, bo nnd the
same are hereby adopted an ordinance of said
city, to bocomo of force and effect immediately
upon tho publication of the same:
No plumber or other porson shall make an
attachment to any old pipe or water fixtures or
to any part of the waterworks system, or to any
pipe where water lias been turned off, nor shall
any plumber or other person alter or extend
any water pipes or attachments to conduct any
water into any adjoining premises or any ad
ditional hydrant, stablo, water closet, urinal,
wash Imsin, cistern, or fountuin or for any pur
pose whatsoever, without obtaining written
permit from tho waterworks authorities for
each and every soparalu modification or ox
tension made} nnd in every instance the
plumber, after having tested bis work, must
turn the water off, report and return his per-
mit to the waterworks office within forty-eight
hours nftcr completing Ids w'ork.
2. All supply pipes must be laid to a depth
satisfactory to the waterworks authorities, and
all service_.pipo or any mutorinl whatovor,
which may he attached to tho water pipe shall
bn of tho standard strength, quality and kind
'cqutred by tho Superintendent.
3. Wutor will not he furniahud to any descrip
tion of closet or urinal not providod with a self
closing valvo or stop-cock, such as may bo re
quired by tiic waterworks authorities.
4. There shall ho a brass stop and waste cook
on tho service pipe within the premises, to he
under the control of and at tho expense of the
water consuinor; for tho purpose of guarding
against loaks and accidents.
B. Water must not bo turned on or off under
any circumstance, to any premises or for any
purpose, but by the authority of the Superim
tendeut, except only by the plumber for testing
his work, who must turn the water off immedi
ately, according to the within rulos.

lation of the aforesaid rules and regulations by
tho plumber or any orther person or persons
will subject the offender, npon conviction,
to a fine not exceeding |60 and eost or imprison
ment, or at work on tho streets or publio works,
not exoeeding fifty days. Plumbers not observ
ing these mice and regulations will alio forfeit
their licenses and their right to do business or
receive plumbers pormits from the waterworks
