After Dinner Speaking.
An after dinner speech should never
be wholly facetious, unless the speaker
la very facetious indeed and cuts his
speech short. It should not bo frivolous,
even when thospeakoris full of frivolity.
It must not under any circumstances be
silly, though there bo people who laugh
at silliness. It must not bo too long
winded, or highly oxciting, or overheavy,
or ultra argumentative, or entirely sta
tistical, or in the least rancorous. An
after dinner speech qjionld bo appropriate
to the occosiou and delivered on time.
It may contain somo essential thoughts,
some strokes of humor, some Rcraps of
knowledge, some bits of fancy, some
sound reasons, somo good whims, some
greon dressing and a littlo fat.
Every ablebodied man of New York is
apt to bo an after dinner speaker some
time in his life. It is possible that as

governing plumbers, and manner of connexion
with waterworks system.
Section 1. Be it ordained by the Mayor and
Council ot the city of Albany, Oa« and it is
hereby ordained by the authority of the same
That the following rules and regulations
governing plumbers, and connections with the
waterworks system, heretofore approved by the
Board of Water Commissioners, be and the
same are hereby adopted an ordinance of said
city, to become of force und effect immediately
upon tho publication of the same: j
1. No plumber or othor person shall make an
attachment to any old pipe or water fixtures or
to any part of tho waterworks system, or to any
pipe whore water has been turned off, nor shall
pny plumber or other person alter or extend
any wator pipes or attachments to conducUany
water into any adjoining premises or nny ad
ditional hydrant, stable, water closet, urinal,
wash basin, cistern, or fountain or for nny pur
pose whatsoever, without obtaining writteu
permit from tho waterworks authorities for
each and every separate modification or ex
tension made; and in every instance tho
plumber, after having tested his work, must
turn tho water off, report and return his per
mit to the waterworks offico within forty-eight
hours after completing his work.
2. All supply pipes must bo laid to a depth
satisfactory to the waterworks authorities, and
all service pipe or any materinl whatever
which may be attached to the water pipe shall
bo of tho standard strength, quality and kind
required by the Superintendent.
3. Wator will not he furnished to any desciTe
tion of eloset or urinal not provided with a self-
closhig vnlvo or stop-cock, such ns may bo re
quired by the waterworks authorities.
4. Thero shall be a brass stop and waste cook
on the service pipe within tho promises, to be
under tho control of nnd ut the expense of the
water consumer; for tho purposo of guarding
against leaks and accidents,
5. Water must not ho turned on or off under
any circumstance, to any premises or for any '
purpose, but by tho authority of tho Superin
tendent, except only by tho plumber for testing
his work, who must turn tho water off immedi
ately, according to tho within rules.
Sue. 2. Be it further oidained, That any vio
lation of the aforesaid rules and regulations by
tho plumber or any orther person or persons
will subject tho offender, upon conviction,
to a lino not exceeding $50 and cost or imprison
ment, or at work on the streets or public works,
not exceeding fifty days. Plumbers not observ
ing these rules and regulations will also forfeit
their licenses and their right to do businoss or
receive plumbors permits from the waterworks

Amending Ihe Ordinance Governing
Plumbers, Adopted Jan. 31,1803.
Section 1. Be it ordained by the Mayor and
Council of the city of Albany, Ga., and it is
hereby ordained by tho authority of tho same.
That Section 2, of said ordinance, be and is
hereby amended by adding, after tho iaat word
of said section, tlie following words to-wit: Nor
shall any water be turned on until said return
has been inado and tho work recorded in ac
cordance vdth the rules and regulations of said
Board of Water Commissioners. •
Seo. 2. Be it further ordained, That
Section 0, of said ordinance be, aud the same is
horoby amonded by striking the words “treble
tho amount of damages appearing to have been
sustained,” in the last two lines of said section, ; '
and inserting in lieu thereof, the following
words, to-wit: “Ono hundred dollars, of im
prisonment in tho Guard House, or at work on
tho streets or public works for a time not ex
ceeding one hundred days, and any or all of
these penalties may be inflicted.”
