From Thursday's Daily Herald. iu response to a oall of the mayor and council as published in these columns yesterday and Tuesday, more than a hundred representative oitizens as* sembled in the city hall at 8 o’olook last night (or the pnrpose ot conferring with the directors of oar municipal govern ment with respeot to the future of our eledtrio lighting system. The meeting was oalled to order by Mayor Brown, and w»s organized for business by the eleotlon of Oapt. John A. Davis as chairman and Mr. H. M. 1 Molntosh as secretary. Oapt. Davis, on taking tho ohair, made a few appropriate remarks, briefly stat ing the natnre of the bnsineBB whioh demanded the attendance of the as sembled citizens. He emphasized the importance of good lights to a growing oity, and expressed a hope that a spirit cf fratornity would prevail during the progress of the meeting. He asked Mayor Brown to Btate for the Informa tion of those present what purpose tho olty counoil had In viow when the oiti zens’ meeting was called, and tc give, briefly, a general idea of the pres ent condition of the municipal electrio lighting Borvice, the prospeot for its immediate futuro and the Bovsral propo sitions that are in view for its better ment. The mayor then addressed the as sembled citizons at some length, re viewing the situation as it appeared to the oonncil. He epoke as one thor- onghly familiar with the condition of the plant and tho wiring system now in ubo in tho city, having conferred from lime to time with expert eleotrieians and engineers who were brought to tho oity in order that the lighting system might be thoroughly gone over. The recenet wreck of the largest engine at the plant, he said, bnd seriously erippled the service, but by a temporary arrange ment it was belioved that the demands of the publio as to lights oould bo met during the snmmor, two engines doing the work heretofore doue by three, With the ooming of the fall months, however, the bnrden of the plant will be very materially Increased, and other arrangements will have to be made. The report of Mr. F. H. Laxton, ex pert electrical engineer, 'bb published in Tuesday's Herald,’Was referred to. The mayor stated that Mr. Laxton had made a thorough investigation of the system in all its details,'and had sub mitted three propositions for the im provement of the servioe, as followb: 1st, To improve the present plant by the installation of some new maohinery, at a dost of about $8,600. 2nd, To-improve the present plant and move it to the site of ' the water works station, consolidating the two, at a’obst of abont $18,000. 3rd, To build an entirely mew plant at the waterworks site at a cost of abont $20,500, 'the two plants to be worked in eonjunotion, and an alternating onrrent to takd the plaoe Of direct onrrent furnished by the present lighting sys tem. , . In reply to questions from Oitizens present, Mayor Brown stated .that the old plant, including the Btreet wir ing, could be disposed of, in all proba, bility, for from seven to nine thousand dollars. The oity would have to .be rewired fop an alternating . onrrent system, bat very much loss wire than isupwin use would be required, He thought the city would have from toree to four thousand dollars' worth of copper wire for sale. The sum realized by the city for its old plant, tho mayor thought, would depend very largely on the meth ods employed in disposing of it. In calling for bonds, ho continued, it would be advisable to includo $5,000 to pay for the artesian well now being sunk for the waterworks system. Mr. T. M. Ticknor brought up the subject of the undeveloped water power on Flint river and the Kincbafoonee and Mnekalee creeks near Albany. Thus precipitated, the water power question waa the snbjeot of disonssion at intervals until the meeting adjonmed. Mr. J. 8. Davis agreed with Mr. Tlok- nor, and thought the oity should employ an expert hydranlto engineer to study the water power question for ns with a viow to ascertaining whether it oannot with profit be developed, The mayor and Mr. J. D. Pope ex- pressed themselves os unalterably op posed to having the city go into any other enterprises. They contend ed that tho mnniolpal government had enongh irons in the fire already, and that it oonld not afford to go into the business of developing wator power. If private individuals wonld harness the waters of the oreeks and river, both the mayor and Mr. Pope expressed themselves ns in favor of having the oitv disconnect its coal consnmlng en gines, und operate both the waterworks and eleotrlo plants with power pur chased from the said enterprising pri vate individuals. He therefore.offered a motion to the follow ing effect: Resolved, That this meeting of oiti zens and taxpayers of the city of Al bany recommend to the mayor and conncil that they purohaso a new eiea- trio lighting plant; that said plant he erocted at tho site ot tlio waterworks pumping station and that tiie two be operated in coujnnotion; and that the mayor and council, to this end, take suoh measures as may to them seem neoessary and advisable. Mr Pope said the resolution embodied his own idea, and he made it iu order to pnt tho main qnestion nnder advisement befnro the meeting. It had been previously brought out that a saving of abont $4,000 per annum oonld be effected by operating the two plants together. Mr. J. 8. Davie again brought up the water power matter, and it was .dis cussed at some length. M>. Davis was of the opinion tttnt it conld bedevelopod for $20,000, and that it would work a saving to the oity of abont eight thous and dollars a year. Mayor Brown thought the oast would be nearer $40,- 000,' and that even then the project mightresnltin failure. Mr. A. W. Muse though the dlsoussion of the waterpower question was premature. "Wouldn’t it be a good Idea,” he Btated, “for ns to find out, before we go to developing water power, whether the present owners will soil,. and whether their price Is $2,000 or *20,000?" Mr. W. O. Watson also opposed the springing of the water power question. Mr. Davis offerodus a substitute for Mr.. Pope’s resolution that "the city employ an expert hydraulio engineer to Investigate oar undeveloped water power, and give an estimate of the probable coat of developing same, with a view toils use by the city in operating Its plants,” The sabstltate was lost, and the motion-of Mr. Pope was then unanimously adopted. Mr. Pope asked Mayor Brown whether high or low speed engines wonld be nsedint.be new plant which it is pro posed to ereot. The reply was "High speed, evory time.” Then a new debate on a new line began. Quito a number of thor.e present soon made it apparent that they favored low speed engines, and were desirous of recommonding that the council purchase same in equipping tho new plant. The mayor stated that all tho meohanical and elcotrical experts with whom ho had con ferred had recommended high spoed en gines, those of the ether type being desir able only in very largo plants, lte marks on this lino were made by Messrs.
