was adjoamed over to next Saturday, at 10
o’clock, at which time they desira to have a
full attendance from tho adjoining counties.

ment of the Constitution, whether relating
to a free press, to free speech, to tbo right of
assemblage, to (reedom of person or trout
search, to presentment by a grand jury
or a jury trial, to bearing unns, or tbe re
served rights of the people, that this mill

disregard.
In days post having had some experience

found so few good editors. But perhaps a
careful investigation of the matter would
disclose the fart that what might prove men
of flue,editorial ability are spoiled by haring
too many advisers instead of too few!-
There is a vast amount ot advice which the
receiver .would do better to pocket than to
practice. The larger number of advisers,
so far ns to our observation goes, regard
mill'll writing and good editing ns nearly
synonymous. There is no greater mistake,
aud none more fatal ill the successful edit
iog of a general newspaper. Uenjiman
Franklin has the credit of saying llinttho
“best editor is scissors,” by which he probab
ly meant that tho editor who recognises
the. fact of their being in the .world many
good writers hesiilea himself, and avails
himself of the good tliiugs they have writen
will make the most interesting and accepta
ble newspaper. Men who know most about
making newspapers, do not estimate au ed
itor’s labors by the number of columns he
writes, but by the completeness and finish
of his paper as a whole. The following
prargraph, writcu by an Englishmen 0 f
much experience, contain the gist .of the
whole.
” A good editor, or coinjctcnt new 1 _
conductor, is liko a general ora poet—Ur,
not made.— Exercise and experience gin-
facility, but the qualification is innate, orit

poets, essayists, and writers of travels, have
been tried and nearly every one 1ms failed.

Times, * iiud any number of men of genius to
write for me, but very seldom one mao of
common sense.’ Nearly all successful'
editors are of this description. A good
editor seldom writes much for his paper; he
reads, judges, selects, dictates, alters and
cpndgsyc*; and after doing all this well, he

write for a paper is one thing—to edit a
paper is another.”

To Indigent Widows and Orphans of De
ceased Soldiers aud Disabled Soldiers
of Dongberty County.
The last General Assembly adopted the
following iu tbo General Appropriation
Act, viz:
« Section 5. And be rr fcbtiieb enacted.
That the sum of One Hundred Thousand
Dollar*, or so much thereof ns in the opinion
of tho Governor shall be absolutely neces
sary, be appropriated to purchase Corn to
give broad to such indigent widows and
ORPHANS OK DECEASED SOLDIERS, and* PIS-
aiilkd soldiers of this State, who, by
reason of their extreme poverty and in
ability to labor need the same, to be distri-
Luted’ under such rules and regulations as
the Governor may prescribe. No person
TO BE, OR BECOME A BENEFICIARY OP THIS
FUND, WHO ARE ABLE TO LABOR FOR BREAD
OP. PURCHASE THE SAME J
Provided, That no part of tlio same shall
be expended until the Governor shall be
