Section y. That the (ieneral of the Annv
of the United States shall he invested with
all the power ol suspension, removal ap
pointment ami detail granted in the pro
ceeding section to District Commanders.
Section 4. And be it further enacted,

ready done, in removing in said Districts
persons exercising the functions ol civil offi
cers nnd appointing others in their stead,
are hereby confirmed; Provided, that nnv

Section.'*. That the Hoards of I legist ra
tion provided for in the net supplementary

the registration of any person, to ascertain,

registered unless such Hoard shall decide

an applicant, and in every ease of striking
his name from the list, as hereinafter prof i
led, the Hoard shall make a note or memo
randum, which shall he returned ,vith the
registration list to the commanding General
ot the District, setting forth the grounds of
such refusal or such striking from the list;
Provided, that no person shall he distpiilicd
as a member of any Hoard of Uegist ration
by reason of race or color.
Section 0. That the intent and meaning of
the oath prescribed in said supplementary
net is, among other things, that no person
who has been a member of the Legislature
of any State or who has held any executive
or judicial office in any State, whether lie
has taken ail oath to support the Constitu
tion of the United States or not, and wheth
er lie was holding such office at the com
mencement ol the rclfcHion, or had held it
before, and who was afterwards engaged iu
insiiiTeetoin or rebellion against the United
States, or giving aid or comfort to tl.e ene
mies thereof, is entitled to he registered or
vote; and the words “executive or judicial
officer of any State,*' in -aid oath mentioned
shall he const rued to include all civil officers
(treated by law for the administration olYny

Section 7. That the time for completing
the original registration provided for in said
act may, in the discretion ol the Comman
der ot nil) District, bo extended to the 1st
day ol October, 1 Ml7,* and the Hoards ot
Registration shall have power, and it shall
lie their duty, commencing fourteen days
prior to any election under, said act and
upon reasonable publ»c notice of the time
and place thereof, to revise for a period ot
live days the registration list, ami, upon be
ing satisfied that any person not entitled
thereto lias been registered, to strike the
name of such person ln»m the li-t,:ind such
Hoard shall also during the same period add
to such registry the names of all persons
who at that time possessestlu* ipiulilication
required bv said act who have not already
registered; and no person shall at any time
lie entitled to be registered or to vote by

don or amnesty would disqualify him from
registering or voting.
Section 8. That section four of said last
named act shall be const rued to authorize
the commanding (ieneral named therein,
w henever he shall deem it needful, tore*
move a member of a Hoard of Registration
and to appoint another iu bis stead, and t«*
fill any vacancy in such Hoard.

of Registration, and all persons hereafter

of the city of Albany, and it it hereby ordained by
authority of the tame, that
■QY the first day of May in each nnd every year
P there shall bo appointed hy the Mayor and
Council three citizens, freeholder* of the city, whose
duty it shall be to assess Ihe value of *11 the Ileal
Estate in this city subject to taxation, and make a
return thereof umler oath lo Council by the first
day of July following, which shall constitute a pail
nr ihe Tax Digest for ench year. And it shall be
I lie duly of the Clerk, from the former books end
such other sources as be may disoover, to make out
a list of the defaulters as to such real estate, and
furnish the same lo the Assessors, whose duty it
shall he to assess the value thereof and returntheir
assessment to Ihe Clerk of Council. When tkeown-
era of real estate iu the city of Albany, or their
ngents, canuol be found, it shall be the duty of the
Clerk of Council lo post at the Court House and
Pom Office in said city, a list of the numbers of
such City Lots in default, for Ihe space of thirty
