the President as “contumacious;” others as
serted that he was “defiantand a resolu
tion was hastily passed by tho House, “for

thing by such a resolution as this. It could
not have been a joint resolution, which alone
has the force of a law, (and eveu a law of
Congress cannot set aside a constitutional
provision), for it does not appear to have
passed both houses, and indeed could not,
•or the lack ot time, have passed both houses
and been repassed over a veto. So it bears
the appearance of a mere menace to the Pre
sident, showing that the House understood
the intimations in the Message and wished
to threaten the President with a lively ex
perience next winter if lie should venture
to carry them into oiled.
The impeaehers rallied in stronger force
than ever after this Message was transmitt
ed.. For the first time, they secured a ma
jority ill favor of action by the Houses on
tlia impeachment testimony. Hut in this,
too, they made n showing only ot their im-
potenee or the weakness of their cause.—

Washington, July 1G.—A hill was inti a-
duced to-day by Mr. Stevens, to enable all
inhabitants ot the rebel States conquered by
the Uni*od States to form State Govern
ments, and declares all governments and
pretended governments in the Southern
Territories are null and void and of no effect,
other than that which they shall dorive from
the action of Congress. Tho do facto cor-
porations.and offices existing for local pur
poses are to be continued until Congress, or
those authorized by Congress shall determ
ine their existence with proper constitutions
Until admitted into the Union, each district
as now existing, shall be governed by three
commissioners, civilians, chosen by the joint
action of Congress. The present registra-
fjpn is to bo continued, witu a view to the
foundation of State constitutions, which
must be submitted to the approval of^ Con-
gress. The bill declares the admission of
now States into the Union and the recon
struction of o|d ones is the sole duty and
work of Congress, and noil her the president
nor any other head of department, nor the
jndieiarv, nor the military, have any right to
interfere in snch matters unless required l»y
