■ planters sell their cotton, that is, the aver
age crop of their farms, at about ten cents
per pound in etiriencv. Thu (Sovernmciit,
with a rigor which is quite unworthy any
generous adversary, taxes them to txvo anil

simply ruinous. The interest upon the
ntouey which the planters borrowed last
spring to put the seed in the earth is n great
one, ns must, necessarily he the ease in all
countries which have been devastated hy
war and consequently impoverished: and,
iu short, eighteen cents per |umnd in New
York pays the Georgia planter, after all
charges arc reimbursed, not over twelve
cents per pound in currency, or about eight
cents in gold, for his crop*, which must lm

The cotton question is becoming highly
interesting, and it is lor that reason that wo
| venture so soon to recur to it. It is but
■ little more than a month ago that we told
< our renders some interesting facts about the
j staple, and indulged in some speculation*
with regard to its future, but at that tune
we certainly did not expect that oveut*
would so speedily prove the correctness of
our impressions. * Since then, utiddlitig up
land cotton has declined in Liverpool from
on September J ft, to Hjd., on October
10. Iu three weeks thu fall wan equivalent
to nearly lllteon per cent abroad, while In
New York during the same time the decline
was from 23 cents per pound to 18.J,'equiv
alent to twenty- five per eeijt.
The following tables, shoxving the rapidi
ty of the. tumble, both here and in Liverpool,
may be interesting. The quotations in
Liverpool for middling upland cottons on
tho days mentioned below were as follows:

from us in any safe degree. Tho restilt was,
as wo have said, greatly increased prod ac
tion elsewhere, observable mainly in tho
enlarged exports from India, which speedi
ly put an end to the cotton famine.in Eng
land and stimulated her forty millions of
spindlea to greater activity than ever. Man
ufactured goods soon clogged the patba of
commerce and tho tremendous ..power of
machinery in England and tho continent
has kept them choked ever since. Earopo,
for two yearn past, has had too much cotton,
far mort.thau she could use, and now wa
have tho collapse, which means simply this:
that until old garments arc worn ont, no
now clothes arc needed.
In addition to tho causes which wa hare
named, in order to account for the rcoent
decline, there are others as potent, and not
the least among them is thi conservative
feeling which ig daily spreading abroad io
this country with regard to expenditure^.

have been restored long siuce, and without
this cost. Restoration haB been delayed,
with all the frightful consciiucnccs, socially,
politically aud financially, for no other pur
pose than to keep the dominant parly in
power; An overburdened people are oalled
upon to pay hundreds of millions a year to
establish negro rule in tho South, and to
keep the Radical Republicans in power.—
