At a meeting of the farmers of
Troup couuty, Ga., on April 14th,
1900, ao association was formed to
be known as “Southern Cottou
Producers Association.” The ob
ject of this association is to take
under consideration a plan to or
ganize the cotton producers of the
South, for the purpose of market
ing their cotton aud cotton seed
crops to better advantage than has
heretofore existed.
That merchants and bankers aid
is necessary, and we will eudeavor
to secure the co-operation of all
merchants and bankers in the
South to assist in forwarding the
movement to success.
It is essential that a central bu
reau be established for the general
management of all the local organ-

There were 903 post-offices in
1800; to day we have 75,000—that
is, in America alone. It took a let
ter sixteen days to go from Pbila
delphia to Lexington, Kentucky,'
and twenty two days to Nashville,
Tennessee. The cheapest letter
postage was eight cents,' and to
send a letter more than.a hundred
miles cost a shilling. Three mil
lion letters and papers were then
sent in a year; at the present time
the post office. handles about 30,
000,000 pieces of matter in a single

Savannah News.
The announcement of the Secre
tary of the Treasury a few days
ago that there would be a surplus
of revenue for the year ending
June 30 next, amounting to $70,-
000,000, and that the surplus for
the following year would amount
to $85,000,000, has brought a tre
mendous pressure on Congress for
a reduction of the war taxes. It
would hardly be advisable of course
to make a greater reduction than
$50,000,000 a year at this time, aud
if it should be decided to make a
reduction of that amount Congress
would hardly know what taxes to
take off first. The brewers are
pressing for a reduction, aud so
are the manufacturers of proprie
tary medicines. It is probable,
however, that it would be easier to
secure the repeal of the taxes on
bonds, bank checks, telegraph mes
sages and other documents used in
the daily transaction of business
thau any other of the war taxes
The manufacturers of proprietary
medicines are to have a hearing
before the Ways and Means Com
mittee some time this week. The
tax bears pretty hard on them, be
cause they have not been able to
increase prices. In the last DiDe
months it has amounted to $3,400 :
000. This has come out of the
medicine men’s profits, which are
no larger than they were before
the tax was levied.
We have pointed out several
times that there is a strong dispo
siton among the Republicans at
this time not to attempt any re
duction of the war taxes, for the
reason that they would be certain
to make a crop of enemies for their
party. That they do not want to
do on the eve of a presidential
campaign.
It is noticeable that some of the
Republican papers are saying that
the law reqniriDg $50,000,000 a
year to be paid into the sinking
fund has not been complied with
for a number of years. They
claim that there is more than $400,
000,000 due that fund now, and
that if the law were complied with
there would be such a small sur
plus that there would be no reason
for reducing thf» revenne. There
would in fact be only about $20,-
000,000 this year and $25,000,000
next year. It would not be sur
prising if the sinking fund law
would be offered by the Republi
cans as au excuse for not attempt
ing to reduce taxes until after the
presidential election. It is certain
that they will not take up seriously
the question of reducing the reve
nue if they can avoid doing so
without exposing their party to
criticism that would likely damage
its chance for success in the presi
dential campaign.

To the many hearts where a ray

In conversation with some of the
older citizens of onr rural town I
was informed that a certain old
bachelor, named John, has been
paying his respects to a lady, some
three miles distant, for forty years,
has made an average of two visits
a week, 4,160 visits in the forty
years, has walked 23,240 miles (he
always walks to see the light of his
life, and the star of his future,)
his board bill with the intended
bride’s father, at 25 cents per meal,
would amonnt to $1,040; has worn
oat 80 pairs of fine Sunday shoes,
at a cost of $240; one nice suit of
clothing a year, at a cost of $600;
has worn forty dress hats at a cost
of $100. It is farther stated that
he carries with him on every visit
one quart of peanuts and one pack
of chewing gnm, which at the usu
al cost of 5 cents each, would
amount to $416. Supposing that
their conversation would fill two
newspaper columns the size of the
Constitution, it would require a
book with 24,175 pages to hold the
argument put forward to win the
affections of his dearest love. It
is farther estimated that the total
amount of perspiration that has
moisteoed the public highway of
his sojourneyiug, if collected and
emptied into the head-waters of
the Oconee, would leave a path of
desolation behind it equal to that
of Sherman’s army from Atlanta
to the sea; aud eagles on the crest
of Mt. Yonah could bathe their
gilded plumage in bubbling sweat,
and the little Oconee become the
Amazon of America.

A “Practical” Joker.
The first year of our new con
vict lease system came to a close
April 1st, and the exhibit is high
ly satisfactory to the State author
ities. The report of the year shows
that the new system has brought
into the treasury $200,389.13, not
including a clear profit of $5,000
on the prison farm at Milledge-
ville. Of this amount $120,000 was
appropriated to meet the expenses
of the department, although not
all of this appropriation i3 needed,
leaving at the lowest .figure a profit
to the State of $85,000 in a year as
a result of its experiment. Under
the old lease system, by which the
State practically sold the convicts,
labor and all, to the lessees, the
annual profit amounted to $10,000
aud seldom exceeded $12,000.
Au Irishman took a contract to
dig a public well. When he had
dug about 25 feet down, he came
one morning and found it caved
iu—filled nearly to the top.
Fat looked cautiously around
aud saw that no one was near,then
look off his bat aud coat and bung
them on the windlass, crawled in
to some bashes and awaited events.

ered that the well had caved in,
and, seeing Pat’s bat and coat on

Only a few hours of brisk dig
ging cleared the loose earth from
the well. Just as the eager citizens
bad reached the bottom and were
wondering where the body was,
Pat came walking out of the bush-
ps and good-naturedly thanked
them for relieving him of a sorry
job.
Some of the tired diggers wefe
disgusted, but the joke was too
good to allow of anything more
than a hearty iangb, which sood

iting the sale of liquor in any town
unless the citizens vote for it, and
then it mast be dispensed by a
town agent for medical purposes
or for nse in the arts. Ijforthfield,
a town of 3,000 inhabitants, has
had such an agency, and its re
ceipts have been so large that the
temperance people have had a law
passed requiring the publication
of the pnrehasers’ names.
