Officials census figures from
Washington show that the pres
ent population of Georgia is 2,-
216,829, an increase of 878,976
since 1890. Commenting with re
ference to congressional represen
tation, the Atlanta Constitution
says: '
“If the basis of representation
in congress under the newly com
pleted census is placed at 184,000,
which ..would be an increase of
10,000 ovfer the present apportion
ment, Georgia:will he entitle to a
new congressional district, giving
the state twelve members in the
house of representatives and four
teen votes, in the electoral col
lege. This fact was made clear
yesterday morning on the an
nouncement of the census bureau
that the population of Georgia
has gone to 2,216,329. The exist
ing popular basis is one congress
man -to a fraction over 174,000
persons.
To the Georgia public which
has confidently looked-forward to
twelve congressmen under the
1900 census the question of inter
est is, will Georgia increase the
ratio of people over 184,000? If
not, thep Georgia is certain of
twelve representatives, and there-
apportionment committees to be
appointed in the state legislature
will find plenty of work to engage
their attention in defining the
limits of the new congressional
district.
A majority of the Georgia mem
bers in congress have expressed
the opinion during the last few
months that the new basis of rep
resentation, provided of course
the old one is changed, will not
be fixed at more than 190,000
Representative- Bartlett, of the
Sixth, who has made a close study,
of the census situation and at
tempted to ascertain the senti
ment of several leaders in con
gress, stated recently in Atlanta
that he did not believe. the ratio
of people to every congressman
would go over 190,000.

political circles, for serious doubts
have from time to time been ex
prssed that the census would per
mit an increase of representation
It is highly probable that noth-
will ,be done by the re-apportion
ment committees of the general
assembly of Georgia at this ses
sion. The .basis of represetation
must be fixed by congress, and
that body does not meet until
December and until the basis
fixed there is no certainty that a
re-apportionment will be necessa
ry-
With the announcement of the
census, and the understanding
that Georgia’s chances are excel
lent for another district, the po
liticans are discussing the claims
of different sections of the state
for the twelfth district. It is cer
tain that one of the strongest
claims will be put forward by the
people of Muscogee. county. The
-understanding is that Columbus
has had only one congressman in
the last 1 forty years, and one the
ory is to make tha.t city the cen
ter of the new district.
The idea in-this connectionis to
form a district between the pres
ent fifth and fourth districts, let
ting Columbus remain the center
of the fourth, and placing the
counties to the north in the fourth
district in the new district.
The increase in population in
the state has been in the south
ern portion, and this is consider
ed an argument why the new dis
trict should: go to that section.
Whether a new basis of repre
sentation is fixed "by congress or
hot, the committees on re-appor-
tionment: to bo appointed in the
Georgia legislature will find work
to do and a good-deal of it, as re
arrangement bf the state’s dis
tricts is no w under contemplation
Senator Roland Ellis, of the twen
ty-second, will be chairman of the
senate apportionm'ent committee,
ahd? : Represenative T. W: Hard-
Svick, bf Washington, will be chair
man of the house committee. The
committees will hardly have much
to-engage their attention at tne
-present session.'

Incident at a campmeetitfg in a Tennesee
Town. »g -
A small town in the Tennessee
mountains was the scene of a great
revival of religion when a New Or
leans drummer chanced to pass
that way. He spent ah evening
at the campmeeting, ?&nd reports
one incident to the Times-Demo
crats. “Just as I arrived,”
says, “an itinerant evangelist was
administreing a terrific rebuke to
scientific skeptics.
“ ‘And there’s a fellow by the
name of Darwin,’ he shouted,’
that allows we all come down from
monkeys, and Adam wasn’t noth
in’ but a big gorilla! I’d like to
know if ther’s any person in the
sound of my voice that’s fool
enough to believe such stuff as
that? Tf there is, let him stand
up I”
“To my surprise, a tall lantern-
jawed man bn the' bench adjoin-
ihg mine promptly rose to his
feet. I saw at a glance that he
was one of those rustic walking
encyclopedias who always lead off
in debates 7 at cross-roads stores
and I looked to see some fun.
“He was perfectly self-possess
ed and was evidently loadedf or the
parson. For a moment there was
silence then the evangelist leaned
forward and shaded his eyes with
his hand.

The official announcement of
the total population of the United
States for 1900 is 76,295,220, of
which 74,627,907 are contained in
.the forty-five states representing
Approximately the population to
he used for apportionment purpo
ses. There is a total of 134,158
Indians not tdxed. ; The total
population "in 1890, with which
the aggregate population of- the
present census should be compar
ed, was 63,069,756.' Taking the
1890 population as a basis there
•has been a gain in population of
13,225,464; during the past ten
years, representing an increase of
nearly 21 per cent.

A jury at Harrisburg,Pa., found
a verdict of murder in the first de
gree against-Elmer E. Barner ,who
killed, his'brother-in-law, Isaac
Miller. Before taking a vote on
the prisoner’s "guilt or innocence

after which a hymn was sung

Woman and the Ballot.
The falling off of woman suff
rage is one of the curious/igns of
the times.
Some years ago the women of
Boston made a wild run upon the
polls in a school election there.
Gradually the interest has died
out, until now the vote is incon
siderable.
The same indifference has been
developed in England. In a focal
election to be held in London this
week women entitled to vote could
exercise a deciding influence, but
the canvassers find them, with rare
exdeptions, entirely apathetic.
This" has been the unvarying ex
perience with woman franchise, in
England. Only 22 per cent of the
qualified women voters exercise
the franchise at county council
elections.
Men must do the voting and the
fighting a little longer.

He guarantees that his method is

barrels to store it. The following
is his plan:
Take a quanity of dead gray
moss, or if the moss is alive kill it
by burying it, and pack an ordi
nary barrel three-fourths full.
Then let the cane juice strain
through the barrel before cooking.
This is so very simple that any
one can understand it and its effi

Georgia has outstripped Ken
tucky in growth, and now stands
third in the list of Sothern states.
Missouri and Texas, in the order
named, alone are ahead of her in
population. Missouri, with 10,-
000 square miles more territory,
and Texas with over 200,000 miles
more, ard each less than 1,000,000
inhabitants in the lead of Georgia
Considering area, Georgia is the
most populous of the trio, as she
is the best.—Savannah News.
Neodesha, Kan:, has a popula
tion of about 1,500, which in
cludes more thin people than any
place twice its size in America.
Many men weigh less than 100
pounds, though in good health.
Physicians say that the petroleum
or natural gas wells there are re
sponsible for making the people
look like whitened refugees from
a famine district of India?
If the dustings from the car
pets in the halls of the Georgia
Legislature are equal in fertiliz
ing properties to 117 loads of ma
nure, as would appear from a re
cent official report, some revenue
the state might be derived
from, letting out the carpet clean
ing privilege to the highest: bidder
after each sitting of the Legisla
