promises in a very few years to
strike a new balance in ethnologi
cal supremacy. The recent ex
tension of Ruesion civilization to
the shores of the Pacific, so large
ly the result of the trans-Siberian
railway , has brought the laud of
the Great White Tsar, with one
bound, neck and neok with its
competitors in the race for the
world’s, trade conquest.

expansion line, but Russia’s com
parative statistics will make the

The Russian .empire'has an area
of 8,460,081 square miles and a
population of approximately 140-,

Russia, despite its greater age,
has much more room for popula
tion expansion than the United
States. ’Russia has baroly scratch
ed its vast field of internal devel
opment, and still Russian popula
tion and territory ave increasing
far more rapidly than in the Uni
ted States, and once internal de
velopment gets in full swing,
there is no telling what the Sla\*
will do in his prosecution of the
arts of peace. He is painstaking,
a plodder, and he is almost as
hard a wage competitor as the
Chinam&n.
In a military sense, Russia is
oither a standing menace or a per
petual safety balance to the peace
of the world. Time will tell
which.

A Rival for Roosevelt.
How much truth is there in the
gossip that Senator Har.na pro
poses to bring forward Judge Taft,
the Civil Governor of the Philip
pines, as a candidate for the nom
ination of the Republican party
for President? There may not
be any, but it is said that the
President is worried by it, and
that lie undertook to get Judge
Taft out of his way by making
him a justice of the Supreme
Court.
While Judge Taft declined to
accept it, and told the President
he felt he ought to stay where he
was for^the present, tjie President
responded he could not hold the
place on the Supreme Bench for
him. A day or two afterwards it
was announced that Gen. Leonard
Wood had been ordered to the
Philippines, and that he would be
given an important command
there.
It is suspected that it is the
President’s purpose to make Gen.
Wood the Governor of the Philip-,
pines. Helms a greet liking for
Gen. Wood. He thinks he accom
plished wonders in Cuba. But he
would not be put in Judge Taft’s
place because of his record in Cu
ba, but to displace Judge Taft.
It is true of course that Judge
Taft is making quite a reputation
for himself in the Philippines,
but, outside of the foregoing gos
sip, there is no indication that he
has a chance for the Republican
nomination for President. The
President has made several blun
ders recently, but he is still in the
lead for the presidential nomina

ental priuce has been paying her
marked attention.
