Republic Of The Rhine Proclaimed
Mayenne.—The Rhine republic has
.been proclaimed in various Rhine cit
ies. The population welcomed the
event with satisfaction and expressed
the hope that it would put an end to
the painful uncertaintr prevailing in
the Rhine provinces regarding the al
lied nations and Germany. The new
government is headed by Doctor Dor-
den. It has been installed provision
ally at Weisbadon. Doctor Dordon ad
dressed a mosiage to the different
governments and to the peace confer

Robber Locks Up Teller In Vault
New Orleans.—Shortly before the
Interstate Bank and Trust company
branch bank in Alg:ers opened for
savings deposits the other evening,
an elderly man held up Joseph P.
ltosamano, teller, obtaining $15,000,
locked Rosamano in the vault and es
caped by taking the ferry boat to
New Orleans. Twenty minutos after
the robbery a runner from the main
bank in New Orleans arrived and
heard the teller beating on the vault
doors and gave the alarm.
NC-4 Is Barred From Return Flight
Washington.—The American naval
seaplane NC-4, which arrived at
Plymouth, England, thereby complet
ing the first trans-Atlantic flight, will
not attempt a non-stop or any other
kind of a flight baca to the United
(States, Secretary Daniels said. The
seaplane will bo disassembled and j

cently mysteriously escaped from pris
on. had been released under a false
order and was now at the German le
gation in Holland awaiting the next
steamer to Argentine. The statement
charged that he had reached the lo
cation with a pass from the war min
istry.

Paris.—In the American cemetery
at Surenes, near Paris, during the cer
emony of paylug tribute to the Amer
ican dead on the occasion of Memo
rial Day, President Wilson made his
first reference to the league of na
tions since the covenant of the so
ciety which will have us its uujoct
the prevention of future wars was
completed. '
The day of secret counsels is past,
because the people are in'the saddle,
President Wilson declared. The pri
vate counsels of statesmen, he added,
will uo longer determine the desti
nies of liutions.
An earnest defense of the league
of nations wus a prominent note of
the president's address. lle said he
looked for the time when a man who
failed to support the league of uulions
would bo us ashamed us the man
who opposed the union of the stales
ul'ter the Civil war.
His words were delivered in the
presence of thousands of American
soldiers and muuy civilians und the
official representatives of the French
government, including Marshal Foch.
Numerous distinguished members of
ullied officialdom who had come to

Touching on the reasons which had
brought the Americuu troops across
the seus, the president suid they had
come to defeut the things for which
the central powers stoodr—"the arro
gant, selfish domination which they

French Cemeteries For American Dead
Washington. — American army
authorities are keeping open the ques
tion of permanent interment of bodies
of American soldiers who fell fighting
In France, General Pershing, in a mes
sage to Secretary Baker, made pub
lic, lold of the offer of Marshal Petain,
of the French army, to assist in eslabr
lishment of cemeteries on the battle
fields for the permanent burial and
recommended that advantage be taken
of the offer.
