same note, too, Hughes stating that a
limited time would be given Panama
' to negotiate with Costa Rica as to the
manner In which Costa Rica was to
take over Jurisdiction. At that time
it was Hughes’ opinion that six days
would be sufficient. Much more time
was finally given, however, so his note,
sent recently, reads.
“Inasmuch as a reasonable time for
reaohlng an agreement has already
been afforded, there seemB to be no
reason why the government of the
United States should, as the friendly
mediator between the two govern*
rnents, or by virtue of its special rela*
lions to the government of Panama,
feel compelled to suggest to the gov*
srnment of Costa Rica that It delay no
longer taking jurisdiction over the ter*
ritory which is now occupied by Pan*
ama and which was adjudged to bo*
long to Costa Rica by the terms of tho
Loubet award."
One singular thing about the pres*
ant trouble between Panama and Cos*
to Rica is that the United States, while
sxercising a special protectorate over
the former government, is in the po*
sitlon of assisting Costa Rica, Anoth*
ar odd feature of the trouble is that
the Coto region is not. and never has
been denied by Panama as belonging
to Costa Rica, although Panama has
held the Cotor territory for years. In
the meantime Costa IjUcan forces have
moved into and taken"urlsdlction over
territory awarded it by Chief Justice
White on the Atlantic side, an award)
to which Panama since has refused
to subscribe.
