EXPLAINING ADJUSIED SERVICE
CERTIFICATES
Atlanta, Ga.. Jan-, 1925. "Boas
what's U?m bera thing/"' was a
question recently ti*ked by a negro
oi J G VJ. Blood worth, Jr., l)i
reciiLi of die Service .Bureau of the
Ht.41J of Georgia, as the questioner
exhumed a recently received
''Adjusted Service Certificate."
Wlit'ii it was explained that it was
a twe>.ty year endowment life in
surance policy that the Uuitcd
States iioveminent bad given biin
lor li is services asa soldier and
that iweuty years from January 1*
1^)25. or on January l, 1945, il lie
lived lhat long, Uncle .'?am won id
pay bun the face value of the
policy, in this ease 8424, or if be
died before January 1, 1945, to
the person selected by In m to get
it, he next asked, "Kin 1 borroh
on H?"
This question is being uski-d oy
hundreds of veterans and many
per?ou? who would like to make
louu* to worthy veterans .uid ninny
at.Iters >vho would like to take ad
vun aue of needy and ignorant
vetei.iiis and buy these insurance
certificates for a small part of their
value. Congress anticipated that
desire lor ready cash, without any
roal need therefor, stupidity and
ignorance would cause many
veterans great loss and has pro
vider all possible means to prevent
this.
Sac i ion .'108 of the Adjusted
Compensation Act provides: "No
sum payable under this Act to a
veteran or his dependents, or to
hisesiate, or to any beneficiary
named, no adjusted service certifi
cate, and uo proceeds o I any loan
made on such certificates, shall be
subject to attachment, levy, or
seizure under any lejjal or equii
able process, or to JNatjooal or
Stale taxation." Section 50.1 reads:
"Nh certificate issued or riglrt con
ferred under the provisions of this
title shall, except as provided in
section 502, be negotiable or as
signable, or serve as security for
a loan. Any negotiation, assign
ment. or loan made in violation of
any provision of this section shall,
be held void."
The sectiou 502 above mention-'
ed provides only for a loan after
the policy (certificate) is two
years old and thon loans made to
veterans by national banks or
banks or trust companies in
corporated by law only. It will be
noted lhat no provision is' made
for Joans by individvuls or con
cerns incoipoftited.
Although the adjusted compen
sation as provided is not as popu
lar as pe; haps a cash bonus''
Would l?e Congress has not without
real concern for the veteran and
his best interest adopted the pres
ent scheme The inability to real
ize ready cash is going to work
real hardship in some cases, but
these will be relatively few and
any hurt done hero wiil be more
' 'thau set off bv benefits to a much
, greater number. Figures show
that for the man 25 to 30 years I
-old, the next twenty years are the]
?most productive of his working
?life, therefore, the veteran needs j
money less at these ages than he |
will 20 years later. Statistics
based on the experience of thous i
ands of lives insured show that,
of 10() meti living as age 35 twea- i
ty years later or at age 55 only
oae will be wealthy, only 3 well to
do, 46 will be able to live on their
earnings, and 30 will be unable to
support themselves and conse
quently will be ds p e n d s n t on
charity or soas-in-law, children or
Other relatives, 20 will he dead.
Although the veteran has until
January 1, 1928, to apply it is im
portant that early applications be
mflde 'or in ease of death before
application made only the amonnt
of the "credit" is received, where
as the application mado tke bene
