2?p i Candidate,
District Attorney
FACTS 1 THINK THE VOTERS ARE ENTITLED TO KNOW
The salary of a District Attorney in Houston Judicial Circuit has a base pay of
SIB,OOO plus an allowance of $4,800 for travel expenses totaling $22,800 per year,
most of which is paid by the State, yet it comes from the taxpayer’s pocket I
honestly feel that I would be entitled to this salary, if elected, as a lawyer with 22
years experience in the trial of civil and criminal cases in Courts throughout the
State of Georgia, not just in Houston County.
I feel it is my duty as a candidate to bring to your attention the fact that one
candidate opposing me in this race, namely Mr. R. Joneal Lee, has practiced law
since June, 1969. On the day he was sworn in to practice law in June, 1969, he was
politically appointed to be of assistance to the District Attorney, who was then in
Macon, to handle primarily the administrative duties in the Perry office. He did
appear in the trial of a few criminal cases but the most serious and outrageous
ones were handled by the more experienced assistants. Mr. Lee’s salary was
increased during the two years that he had this job from SB,OOO to $12,000 each
year even though he was allowed to practice all the civil law he wanted to. When
Mr. Avon Buice was appointed the District Attorney of the newly created
Houston Judicial Circuit, Mr. Lee’s position as Assistant District Attorney was
abolished. Since leaving the District Attorney’s office Mr. Lee has been active in
representing defendants charged with various criminal offenses. I have ab
solutely nothing personal against Mr. Lee but the voters of this County are, in my
opinion, entitled to a man with experience to justify the combined salary of
$22,800 a year.
Mr. James H. “Jim ” Harmon, the other candidate for the District Attorney’s
office, has twice sought the office of Solicitor to handle small misdemeanor cases
in the State Court He was defeated on each occasion. His political signs have
remained intact to signify his intentions, I guess, that he would again seek public
office. Now he is asking the voters of this County to elect him to handle the more
outrageous crimes, commonly known as felonies. If the voters of this county did
not choose to elect him twice to handle lesser crimes, known as misdeameanors,
that pays $12,000 a year then what justification could there be to elect him to
handle felony cases with a combined income of $22,800 a year? I have absolutely
nothing personal against Mr. Harmon but I feel the voters, who do not know, are
entitled to these facts.
I once ran for the office of District Attorney in 1968 after having practiced law
for 18 years. I received a large number of votes in Houston, Peach and Crawford
Counties and could possibly have won the race had it not been for the voters of
Bibb County who favored the incumbent, Mr. Gautier, a native of Bibb County.
Now that you the Houston County voters will decide who will be the District
Attorney I am again asking you to turn out in large numbers in my favor so that
you can be given the service and experience which the salary demands.
Your vote and support will be sincerely appreciated.

CUHEM TALTON
IS A CANDIDATE FOR Sheriff of Houston County
because be believes that the people of Houston
County deserve better law enforcement than they’ve
been getting. The incumbent Sheriff has intimated
that his office has been hampered by insufficient
funds. Yet, the Sheriff has overspent his own budget
requests year after year, for his entire eight year term
of office, without any apparent improvement in the
quality of law enforcement.
Let’s look at the figures.
In 1965 (the Sheriffs first year in office) he requested $120,000.00 to
operate his office for that year. During that first year, he spent $144,356.13,
exceeding his own budget request by over $24,000.00. For the next seven
years, he continued the same trend of overspending his own budget.
Here’s the breakdown on the Sheriff’s budget requests as compared
with what it actually cost to operate the Sheriff’s office.
★ In 1966, the Sheriff requested $113,332.50. That year he spent
$126,804.47.
★ In 1967, the Sheriff’s budget request to the county commissioners
totalled $130,000.00. That year he spent $136,943.56.
★ In 1968, the Sheriff’s budget request to the County Commissioners
totalled $137,920.00. That year he spent $151,221.16.
★ In 1969, the Sheriff’s budget request to the County Commissioners
totalled $157,708.00. That year he spent $165,910.83.
★ In 1970, the Sheriff’s budget request to the County Commissioners
totalled $179,369.40. That year he spent $183,846.15
★ In 1971, the County converted from a calendar year budget to a
fiscal year budget. The Sheriff’s budget request for fiscal year
1971 (July 1, 1971-June 30, 1972) was $225,817.00. That year
he spent $246,758.87
Cullen Talton will bring fiscal
