To Lay Water Pipes
Houston Water System
Expansion Minded?
The troubled Houston
County water system may be
expanding soon, if action
taken Monday night by the
Houston County Commission
is any indication The five
man board unanimously voted
to encourage future growth of
the system by agreeing to
"trade-out” their labor in
stalling pipe with costs ac
crued by the subdivision
developers in purchasing the
water pipes.
Details are still to be worked
out, but the general gist of the
agreement says that the

County water system will
install pipe "inside” a sub
division at the "current rate” -
probably SI.OO per foot to the
extent that a developer has
had to buy pipe to run from the
system lines to his sub
division. If, for instance, a
developer was 2,000 feet from
the closest county lines and
desired hook up, he would
purchase the 2,000 feet of
water pipe. In return the
County would install line
“inside” the subdivision equal
to the amount of money ex
pended by the developer on
pipe “outside” his develop
ment.
Warner Robins attorney
Max Asbell appeared before
the Commission Tuesday of
last week, suggesting that the
Water System “rebate” him
for expenditures of pipe from
County lines to his sub
division. The Commission
balked at this proposal,
however, and postponed a
decision until last Monday
night.
Commission Chairman
Frank Rozar of Perry kicked
off the discussion by men
tioning a suggestion made by
Commissioner Steve Byrd last
week - the same suggestion
subsequently adopted Mon
day But Rozar added, “If we
do this, we ought to make him
guarantee so many customers
within a certain length of

Fred Beard Monday night
complained that his office was
being “lied-down” by having
to approve issuance of Tax
Commission mobile home
decals. Beard said that the
Tax Commissioner’s office
would not grant the green
decals until his office had
approved the site where a
mobile home was placed. He
asked the County Com
missioners for advice, adding,
“We have nothing to do with
the tax decals, but yet we get
bogged down with them.”
Beard said that there was
apparently a lack of com
munication between the
public, his office, and the Tax
Commission. He said, “They
won’t give them the decals
until we say so. It’s really not
our responsibility,”
The conflict arises because
of a County law requiring all
mobile homes lo have green
property tax decals affixed to
the home’s outside wall. When
the “trailers” are moved,
whether inside the county, or
to a location outside the
county, a red “moving label”
must be purchased. Then
another green decal must be
purchased by the mobile home
owner upon arrival at the new
site. But the Tax Commission
has apparently refused to
grant the green decals until
Beard's office approves the
new site, even if the trailer is
placed inside recognized
“trailer park”.
County Clerk Sonny Watson
observed, “Even if they just
move the mobile home across
town, they must have the red
decal. Then they buy a green
decal for the lax digest.”
Commission Chairman
Frank Rozar asked, “Well, is
there that much moving
around?"
Alter Beard said, “Whew!”,
Commissioner Steve Byrd
laughed and said, “That’s why
they have wheels.”
Beard said that 27 trailers
were relocated from one place
to another inside the county
last month. He added, “That’s
how many we know about."
The Commissioners, after
several more minutes of
discussion, told Beard that
County Clerk Sonny Watson
would write the Building
Inspector (Beard), the Tax
Commission, and the Tax
Assessors a letter asking for
“co-operation”, stating the
problems that Beard has
encountered.
Beard closed the discussion
byremarking. “This ought not
time. We need some
assiuance those things will
pay for themselves.”
Byrd said that he had talked
with “several pipe salesmen,
and they say there are as
many stories as there are
counties. People do it in dis-

A question arose as to
whether or not the County
could legally install pipe in
side a subdivision, but County
Attorney Walker Burke
assured the board that there
was nothing against the law in
such action. He reminded the
board that “once an easement
is granted, it belongs to you
(the land where the pipe is
installed). If the man buys the
pipe, you can lay it.”
Commissioner Byrd sub
sequently moved to enter into
an agreement with developers
to install the pipe. Details will
be worked out between Burke
and County Clerk Sonny
Watson. Charles Carter
seconded Byrd’s motion, and
it passed unanimously.
County Water System Chief
Lamar Brown (also Assistant
County Clerk) was asked if his
employees could install the
pipe. He answered, “Through
the summer, we should be
able to do all right. We have
four students working with us
this summer in addition to our
regular two employees. And,
too, I hope we get some from
the prison camp this fall.”

been financially "strapped”,
and could not afford to ex
pand, even though the Coim
mission and their

create more customers, and
