Perry’s Ralph Gentry Will
Head Mental Health Drive
Ralph Gentry was
named Mental Health
Association Campaign
Chairperson for Perry.
As campaign chair
person, Mr. Gentry will
organize Bellringer
volunteers to go house to
house during May,
Mental Health Month in
Perry.
All proceeds from the
campaign will benefit the
Mental Health
Association of Georgia, a
voluntary citizens'
organization.

Association is a
nationwide organization
dedicated to improving
and expanding care and
treatment for the men
tally ill and handicapped.
Volunteers provide help
to patients in hospitals,
and carry out extensive
public education
programs. Research into
the causes of mental
illness Is another im
portant volunteer
support activity.
"Mental illness affects
one out of ten people,"
stated Mrs, Edward
Elson, President of the
Mental Health
Association.
In Georgia, over 500,000
people will need services
for mental or emotional
problems at some point in
their lives. Over 115,000
people were served in
Georgia's public mental
health facilities alone in
1977.
One of the primary
goals of the Mental
Health Association is to
see that people are
served in their own
communities, when they
need help.
The Mental Health
Association receives no
government funds. The

Contracting
The Air Force an
nounced Tuesday that it
plans to study various
base-level activities
between Oct. 1, 1978 and
Sept. 30, 1979 which have
a potential for conversion
to private contractors
rather than being per
formed by federal
civilian employees and
military personnel.
Included in the ac
tivities to be studied are
two civilian-manned
facilities at Robins AFB
the refuse collection
service with 21 personnel
and the Precision
Measurement Equipment
Laboratory with its 90
personnel.
Studies for the con
version will begin in the
Spring of 1978. This is the
Air Force's initial list.
There may be other base
studies since it is a
continuous process --
screening of bases and
functions of potential
contractor support.
In each conversion
case, in-house versus
contract cost studies will
be performed; firm bids
Association must rely on
public support to continue
its work on behalf of the
Mentally ill.

indicate it to be the most
cost effective alternative.
A decision to convert to
contractor support will
only come about if
detailed studies indicate
that the private sector
can satisfactorily per
form the functions and
that savings of tax dollars

The Office of
Management and Budget
(OMB), in conjunction
with the Department of
Defense (DOD), has
conducted a thorough
review of the policy and
procedures related to
contracting with the
private sector for goods
and services.
These studies will be
conducted according to
approved guidance from
the OMB and DOD
concerning the use of
commercial and in
dustrial activities.
The use of contract
services to perform non
military essential sup
port-type functions in the
Air Force is determined
on a case-by-case basis in
accordance with criteria
established by the OMB.
These criteria were
issued in furtherance of
national policy regarding
the acquisition of certain
products and services by
the government. They
prescribe the conditions
and circumstances under
which commercial or
industrial activities are
to be performed by in
service manpower
resources or by contract
services.
This policy is also in
line with the sense of the
Congress, which is to
have the DOD use the
least costly form of
manpower consistent
with the military
requirements and other
needs of the DOD.
There will be an en
vironmental analysis
prior to the conversion
and the employees and
unions will be notified of
the studies.
