Herb Wells, one of Hamby's lawyers, said that
the new sign dries not go against "the spirit" of
the ordinance which he said is meant to guard
against "looking junky." Chairman Moslcllcr
agreed and said he thought that the dealership has
enough frontage property for four signs.
After some of the commission members
appeared against the new sign, Aultman and his
partner Wells argued dial denying the sign would
be unconstitutional. And Aultman said that in a
letter sent to Hamby and his attorneys, Building
Inspector Steve Howard "appeared to have already
made up the mind of the commission."
Howard said that his words were taken out of
context, and Chairman Larry Mostellcr noted that
Howard has no vote in the group’s proceedings,
and that the commission members make up their
own minds.
The sign was finally approved in a four to one
vole. Vice Chairman Martin Bccland, the only
member who voted against the variance, called
attention to the fact that the commission is
setting a precedent. He said that the board has
tried to limit sign variances to prevent the city
"from looking like a nightmare."
In other business, the commission recommend
that the Perry City Council approve the rezoning
of 1222 Main Street from R-l to C-2 for the
purpose of establishing a dental office.

Only one of the major owners present raised a
question about access to the road. "I'd like the
satisfaction of knowing I have that access before
I sign the deed," said Will W. Adkins.
He said he is particularly concerned about his
9.66 acre pond, which the road is supposed to
come across. The city manager said that the city
will write him a letter assuring him of access to
the road, and that all of his pond will not be
taken.
Hay said that he believes the state will take
the road into the state highway system, so it is
important for the right of way acquisitions to be
done properly.
The city manager cited an April 21, 1989
Associated Press story in "The Macon Telegraph
and News" that detailed a $135 million road work
plan for perimeter roads around Eatonlon,
Statesboro and Moultrie. The state is helping to
build bypass roads, Hay said. "1 feel like the stale
will assist us."
Hay said the city expects to have all of the
right of way deeds within the next 10 days. After
that, the minor properly owners will be ap
proached as well as the county to start grading.

"I just don’t think that was the way it should
have been done," Porter said.
Ray Golden, who opposed Porter in his last
election, appeared at last week's meeting to
oppose the raise, saying, "It stinks to high
heaven."
Though there was no discussion before the
vole Tuesday night, it was obvious there had
been some behind-the-scenes jockeying.
"There were a lot of people upset about it,"
Walker said.
"There was some discussion, some phone
calls," Stewart said. "They left the budget hearing
with reservations. I had reservations, 100, but if
they didn't like it, we should have settled it that
morning. Once the deal was made, I felt it was a
done deal, and that's why 1 voted to break the tic
in favor of passing the budget."
After adopting the budget, the commissioners
passed a 3 percent raise for county employees and
a 7 percent raise for elected officials, excluding
themselves.
This left the contingency fund for next year at
$509,500.
In other business, the commissioners issued a
request for qualifications for a project manage
ment team for construction of a new jail.
The team would prepare a project management
plan and a jail operational program, and oversee
design, bidding and construction of the facility.
Although the desired capacity of the jail has
not been firmly established, the commissioners
are envisioning about a 300-bed facility.
At commission meetings last month, Person
nel Director John Gay, who advanced the idea of
hiring a project manager, suggested that
$200,000 be set aside for the pre-construction
phases of the project.
The board also requested proposals from
architeclural/cnginccring firms for planning the
construction of an 8,000 square foot health facil
ity at Rozar Park.
The facility will be built with a $400,000
Community Development Block Grant the
county received last month from the Georgia De
partment of Community Affairs.
The commissioners accepted a bid from the
McNcal Insurance Agency of Warner Robins, to
provide property and casualty insurance for the
county in fiscal year 1990, at a cost of $237,693.

coordination of city and county governments,
community organizations and local churches.
HOD AC, she said, serves as a resource for all
these agencies to provide a hands-on approach to
helping young people.
She pointed out that her organization is able
to fill the gaps and help children who do not have
a serious enough problem to qualify for mental
health treatment.
"I really think something is going to happen,"
Mrs. Harvey-Church said Tuesday. "They were
extremely interested in our plan."
