Veterans Day service

American Legion Post 24 is plan
ning a Veterans Day Service Nov.
11 at the Gazebo to begin at 11
a.m.
The tradition of Veterans Day cer
emonies began following a 1954
act by Congress changing
Armistice Day, the day fighting in
World War I ended, to Veterans
Day. The armistice was signed
Nov. 11, 1918 at 11 a.m.
The Perry High Band and ROTC
Color Guard are scheduled to partic
ipate in the service.

Houston County voted a mea
sure down in 1988 which pro
posed to appoint a school borad
superintentdent rather than the
currently used system of electing
both the board and the superinten
dent.
"We have been fortunate in
Houston County in that we have
had good school superintendents
and good school boards. I support
the idea of appointing die superin
tendent and electing the borad
members, voters in Houston
County have turned it down twice
since I've been in office. The cur
rent system allows for a poten
tially bad situation, with a board
and an elected superintendent both
possibly having a political
agenda. Under the proposed sys
tem the board could set policy and
the superintendent would carry it
out. 1 don't know if the voters
will focus on this or not," Walker

sents arms to the Tomb of the Un
known Soldier.

board. But the appointment of a
superintendent is only effective as
the board who makes that ap
pointment. The potential for
politicizing the decision would
still exist. A good board would
understand its responsibilities and
stay away from politicking, they
would hire the superintendent and
then let him do his job. 1 think
one of the most effective ways to
improve the quality of superinten
dent office holders would be to
raise the requirements in order to
be eligible for the position. To
keep the present qualifications in
the law is 19th century thinking,"

The effort to standardize the
state's school boards comes from
die Governor's office.
Most of the opposition to the
bill comes from citizens who have
been in an effective system and
sec no reason to modify it. The
additional argument stems from a
potential loss of citizen control
over education policy.
The primary argument for the
amendment stems from the notion
that an appointed school superin
tendent would be above political
pressure and patronage concerns.
If the amendment passes, Super
intendent-elect Tony Hinnant
would be the last elected school
superintendent in Houston
County. Following Hinnant's
term which is scheduled to end
December 1996, the Houston
County School Board would then
be responsible for selecting his
replacement.

Local officials and dignitaries, as
well as civic or school groups, are
urged to be in the parade. Forms are
available at the school, or interested
persons should call Stephens at
987-0822 at night.
The parade will follow the same
route and format as last year. On
Friday afternoon the parade will line
up on Scars Road, travel up
Courtney Hodges Blvd., turn up
Main Street and end in the Piggly
Wiggly parking lot.
Cheerleaders say they expect
much participation, especially
among classes who will be compet
ing for the spirit stick. All aspects
of grade competitions will figure
into the die overall winner, and tal
lies will be posted daily at the
school.

Edenfield said he has scheduled a
meeting at 1 p.m Thursday to dis
cuss an interim replacement for
Chapman.
Superintendent-elect Tony Hin
nant, who defeated Chapman in the
July 21 primary is scheduled to take
office Jan. 1, 1993.
Edenfield said he has not formally
discussed naming Hinnant as the in
terim replacement for Chapman
with the school board due in part to
the uncertainty over Chapman's
formal resignation date.
Both Chapman and Edenfield have
called the naming of Hinnant as in
terim replacement a "logical move.”
Edenfield commended Chapman
for his long service to the Houston
County school system.
"He has been in the school system
for 27 years and has gone from be
ing a teacher, to a vice-principal to
principal to a superintendent. He
has gone as far as you can go in
this system and it is wonderful he
can go to work as a professor close
to his home. He will be able to
keep his civic connections and keep
his home. The board is most ap
preciative of his 27 years of ser
vice," Chapman said.
Earlier in the month Chapman had
emphasized his desire to go back to
teaching.
