THE O’HIGGINS.
Many persons are at a loss to
understand how it happens that
Chili has a cruiser which bears the
decidedly Irish name O’Higgins.
The Atlanta Journal explains it.
Our own government, as we
know, has attempted to purchase
this excellent cruiser which has
just been completed in England.
The name O’Higgins is held in
affection and reverence in Chili.
It is said she would have sold us
the cruiser had it borne any other
name. But the Chilians will never
part with a cruiser named in honor
of one of her best beloved patriots.
There were two famous O’llig-
giiis. Bernardo, the more famous,
was the son of Ambrosio H. O’Hig-
gins, who was born in Count \
Meath, Ireland, where he was born
as Ambrose Higgins.

landed at Buenos Ayres, put all
the moirey he had into a peddler’s
stock and with that strapped to
his back tramped ever the Andes.
It was his good fortune to reach
Chili in the midst of a revolution.
Like a'genuine Irishman he took
a hand in the fight at once. He
proved the best fighter of the lot,
rose rapidly- and in 17-88 became
captain general of Chili.
Then he tacked the “O” to his
name. He received the highest
title the country could confer, and
was subsequently appointed vice
roy of Peru, holding which office
he died at Lima in 1801.

Bernardo H. O’Higgins, the
more famous son of a famous
father, was born at Chilian, Chili,
August 20, 1776. He was educated
in England, where he remained
until 1802, when he returned to
Chili. His father died the year
before. O’Higgins became in
volved at once in the revolutionary
plots of the time. In 1810 he was
already a leader of the revolution
ary party. When it obtained con
trol of the government he was ap
pointed to the command of the
army, succeeding Carrera, who
then took the field to overthrow
the government, according to the
usual course of things in that pe
riod of time. But a Spanish army,
crossing the border from Peru, the
rivals agreed to combine their
forces and wage war on the com
mon enemy. Carrera, however,
failed to co-operate with O’Hig
gins at a critical‘stage of the cam
paign—he was openly charged with
treachery afterwards—an$. the
army led by O’Higgins was com
pletely routed by Osorio at Ra:>
cagua. The country was aban
doned to the, Spaniards, the Chil
ians retreating in broken battal
ions over the Andes. O’Higgins
then offered his services to San
Martin, who had collected ftii&fffiy
at Mendoza. The patriots invaded
Chili early in 1817, and on Feb
ruary 12th of that year a great
battle was fought at Chaeabuco,
where O’Higgins* heading a des
perate charge, turned defeat into
brilliant victory. The occupation
of Santiago followed, and San
Martin, declining io accept the
responsibilities of office, O Hig
gins became supreme dictator of
Chili, which was another name for
director. In six years he had
driven the last Spanisn force out
of the country.
Bernardo O’Higgins was a very
able man. TJnder» his rule Chili
developed rapidly. He was finally
overthrown by his old rival Car
rera, and disappeared from public
life in 1828. He went to Lima
and lived in seclusion, dying there
October 24, 1842.

Southern Fast Mail Appropriation.
The house of representatives ai
Washington did the proper thing
by the south recently when it re
fused to cut off the appropriation
which is used to secure a fast mail
'J service from the east to New
Orleans via Atlanta. - No matter
where tire opposition to tills appro
priation came from, it is sufficient
to say that it was a narrow minded
and jealous spirit which prompted
it, and the house has done well to
put its foot upon it.
It is true that the south most
needs this fast mail service, but it
is not a small benefit to the other
sections of the country that each
year are doing a great amount of
business with the south. We dare
say that congress has not made
an appropriation from which
better results will be gained. It
is intended to 'expediate business
transactions between the eastern
and southern sections of our coun-
