First Spanish. War Death Claim
The first claim filed with the
Spanish claims commission, for
damages for loss of life in the Cu
ban war, is that of the widowed
mother of a young Key West news
paper reporter ot the name of Go-
vin. Young Govin went to Cuba,
in the character of correspondent,
while the Spaniards were in pow
er there and the insurrection was
iu progress. The second day after
he landed he fell into the hands of
the Spaniards. He established
his American citizenship and the
fact that he was a non-combatant,
but the Spaniards condemned him
to death and cut his head off with
a machette. His mother is now
seeking to recover $63,000 dama
ges.
