A PROCLAMATION
Submitting a proposed amendment
to the Constitution of Georgia to be
voted on at the General Election to be
held on Tuesday, November 6, 1928,
said amendment to Article Seven, Sec~
tion Seven, Paragraph One, of the Con~
stitution of Georgia, so as to authorize
Ifulton County, and/or Chatham
County, and/or Richmond Counmty to
make temporary loans; to limit the
aggregate amount of said loans out
standing at any one time; to provide
that said loans must be paid off out
of the taxes received by the county in
the year in which said loans are made;
and for other purposes. . :

WHEREAS, The General Assembly
at its session in 1927 proposed an
amendment to the Constitution of this
State ag set forth in an Act approved
August 25, 1927, to-wit:
TEMPORARY ILLOANS BY THREE
COUNTIES.
No. 391.
An Act to propese to the qualified
volers of Georgia an amendment to
Article seven, Section seven, Para
graph one, of the Constitution of
Georgiu, so as to authorize Fulton
County, and/or Chatham County,
and/or Richmond County to make
temporary loang; to limit the ag
gregate amount of said loans out
standing at any one timé; to pro
vide that said loans must be pald
off out ot the taxes received by the
county in tie year in which said
loans are made; and for other pur
poses.
Section 1, Be it enacted by the Gen
eral Assembly of the State of Georgia,
and it is hereby enacted by authority
of the same, that Article seven, Sec
tion seven, Paragraph one, of the Con
stitution of Georgia, which has hereto
fore been amended, shall be further
amended by adding at the end thereof
a new subparagraph in the following
words, to-wit: “And except that Ful
ton County, and/or Chatham County,
and/or Richmound County may, in addi
tion to the debts hereinbefore allowed,
make tomporary loans between March
Ist and December Ist in each year,
to be paid out of the taxes received
by the county in that year, said loans
to be evidenced by promissory notes
signed by the chairman and clerk of
the board having charge of the levy
ing of taxes in said county and pre
viously authorized by resolution by
a majority vote at a regular monthly
meoting of such board entered on the
minutes. The aggregate amount of
sald loans outstanding at any one time
shall not exceed fifty per cent. of the
total gross income of the county from
taxes and other sources in the pre
coding year, and no new loans shall
be made in one year until all loans
made in the previous year have been
paid in full” |
Sec. 2. Be it further enacted by the
authority aforesaid, that when said
amendment shall be agreed to by two
thirds vote of the members elected to
each House, it shall be entered upon
the journal of each House, with the
“ayes” and “nays” thereon, and pub
lished in one or more newspapers in
each congressional district in luli

vious to the time for holding

shall, at the next peneral election, be
submitted to the people for ratifica

Brother Poindexter preached a
powerful sermon Sunday morning
on the subject of secret prayer—
“ But thou when thou prayest, enter
m'o thy closet, and when thou hast
shu* the door, pray to thy Father
which is in secret; and thv Father
which seeth in secret} shall reward
thee openly.”
The pastor’s thought was that
the trouble in America to-day was
the lack of earnest prayer; that the
communion with God. should be
n secret places. ‘“Go into the
clnset, shut the door, pray in se
cret and it shall be openly given
you."
Troubles that depress us. worries
that unfit us for our daily duties,
cuuld be solyed by isolating your
self and communing with Him, who
died on the cross; that we might
nave ever lasting life.

their ballots the words, “Against rat
ification of amendment of Article
seven, Section seven, Parigraph one,
of the Constitution, authorizing ful
ton County and/or Chatham county
0 make temporary loans,” and if a
majority of the electors qualified to
vote for members of the General As~
iembly, voting thereon, shall vote for
atification thereof, when the results
shall be consolidated as now required
by law in elections for members of the
General Assembly, the said amend
ment shall become a part of Article
seven, Section seven, Paragraph one
»f the Constitution of this State, and
he Governor shall make a proclama-~
‘ion therefor as provided by law.
Sec. 3. All laws and parts of laws
in conflict herewith are hereby re
pealed. \
