It is a reform which progressive judges and lawyers, as well as other students of social conditions and criminal practice, have urgently recommended in Georgia for several years. r Already the vast majority of states have the inderermenate tJIVitence, and was recommended "to the Georgia legislature as far back as 1914 in the message of Governor John M. Slaton. The indeterminate sentence, simply stated, is this: Instead of sentencing a man to the penitentiary for ten years, a judge has the authority to send him up for a minimum of five years, with the privilege of a parole after serving that length of time if his conduct merits a parole recommendation by the penitentiary authorities. This puts the- prisoner on nis mettle to show his worth, makes the administration of pentiten- tiaries easier for the the authori ties, and relieves the pardon board and the governor of a great deal of wo”k in connection with pardon and parole appli cations.
