A Proclamation
Submitting a proposed amend
ment to the Constitution of Geor
gia, to be voted on at the general
election to be held on Tuesday,
November 6th, 1918, said amend
ment to amend Par. 1, Sec 1,
Art. 7, of the Constitution of
I thereon, and the Governor shall
I cause the amendment to be pub
lished in one or more of the
newspapers in each Congression
al District for two months im-
mediaftly preceeding the next
general election, and the voters
thereat shall have written or
printed on their tiikets, “For
Georgia, so as to allow extention ratification of the amendment,
of pension payments.

Whereas, the General Assemb-
y at its session in 1918, proposed
an amendment to the Constitu
tion of this State as set forth in
an Act approved August 20,1918,
to-wit:
PENSION PAYMENTS, EX
TENSION OF.
No. 497.
An Act to arriend Paragraph 1,
Section 1, Article 7, of the Con
stitution of this State, so as to
strike from said paragraph the
first priviso, “that provides
that the pension shall not be
paid to any soldier or widow
worth over fifteen hundred dol
lars.” Also the second priviso,
“That only those widows who
were married to said soldiers
or ex-soldiers previous to the
year 1870” shall be entitled to
the provisions of this Consti
tutional amendment, and for
other purposes.
Section 1. Beitenacted by the
General Assembly of the State of
Georgia, and it is hereby enacted
by the authority of the same,
that Paragraph 1, Section 1,
Article 7, of the Constitution of
the State of Georgia be, and is
hereby amended by st> iking from
said paragraph and section the
firsth proviso, “That no person
shall be entitled to the provisions
of this Constitutional amend
ment, the total value of whose
property of an v description shall
exceed fifteen hundred dollars.”
Also strike the second proviso,
“That only those widows who
were married to said soldiers or
ex-soldiers previous to the year
1870 shall be entitled to proyis-
ionsof this Constitutional amend
ment, so that said section as
amended by this Act will read as
follows: “The powers of taxation
over the whole State shall be
exercised by the Genera! Assemb
ly for the following purposes, to
make provisions for the payment
of pensions to any ex-Confederate
soldier now residing in this State
who enl sted in the military ser
vice of the Confederate States
during'the Civil War between the
States of th.3 IJ.qited States, and
who performed, actual military
services in the armies of the
Confederate or of the organized
malitia of this State, and was
honorably discharged therefrom,
and to the widows now resident
of this State of ex-Confederate
soldiers who enlisted in the mili
tary service of the Confederate
States, and who performed actual
service in the armies of the Con
federate States or of the. orga
nized militia of this State, who
died in said military service -or
was honorably discharged there
from, who were marr ed prior
to January 1st, 1881, no widow
of a soldier killed during the
war shall be deprived of her
pension by reason of having sub
sequently married another vet
eran who is dead, unless she is
receiving a pension on
of being the widow of such first
husband.
Sec. 2 Be it enacted by the
authority aforesaid, That if this
Constitutional amendment shall
be agreed to by a two-thirds vote

if a majority of the electors
qualified to vote for members of
the next General Assembly voting
shall vote in favor of ratification,
then said amendment shall be
come a part of Paragraph 1,
Seclion 1, Article 7, of the Con
stitution of this State, and the
Governor shall make proclama
tion thereof.

veyor, and County Treasurer; that
said officers shall be commissioned
as now required by law, and all laws
now in force in this State, to commis

them, Shall be applicable to the offi
cers so elected; that the officers elect
